Subdividing Land: Mutation Forms and Approvals
Updated 3 November 2026 · Land & Property editorial team
To subdivide land in Uganda you have a registered surveyor survey the new plots, lodge the mutation, get it approved, then have new titles issued. The Ministry of Lands standard for approving a subdivision or mutation is 5 working days at UGX 20,000, and 15 working days to process the subdivision at the registry. As of November 2026, backlogs mean the real timeline is often much longer.
- Approval of subdivision or mutation
- 5 working days, UGX 20,000 (MLHUD standard)
- Processing subdivision at the registry
- 15 working days (MLHUD standard)
- Issue of titles after subdivision
- 10 to 20 working days, UGX 10,000 registration plus title charge per new certificate
- Reported backlog, Jinja office
- Thousands of applications pending (Aug 2026)
What is a mutation, and how does it differ from subdivision?
Subdivision is the act of splitting one registered plot into two or more. A mutation is the survey document and form that records the split: it shows the parent plot and the new plots with their dimensions. The Ministry of Lands lists the service as "approval of a land subdivision/mutation". So a mutation is a step inside a subdivision, not a separate thing.
The tenure of the land matters here, because rules and consents differ, so read Freehold Land in Uganda and Mailo Land Explained for Buyers, and the wider Land Act Uganda guide.
What are the steps to subdivide land?
- Check the title. Search the register for caveats, mortgages and any lease, and make sure you hold the original title.
- Get consents. If the land is family land, the Daily Monitor reports that the Land Act (it cites section 40) requires spousal consent; see spouse consent land sale. A mortgagee's consent may also be needed.
- Hire a registered surveyor who holds a valid practising certificate, and agree the layout and the number of plots in writing.
- Survey and open boundaries so the new corner points are marked.
- Lodge the mutation with the Ministry Zonal Office for approval, with the fee.
- Get planning approval where it applies. The Ministry links change of user to approval by the controlling authority and the National Physical Planning Board, so ask the district or city physical planner what applies to your plots.
- Registry processing and new titles. The registry processes the subdivision and issues a certificate of title for each new plot.
- Transfer a plot to a buyer only after its title exists; see transfer land title.
The Daily Monitor reported in April 2026 that Administrative Circular No 1 of 2025 requires inspection of transactions on land above half an acre (50 decimals) in the central region, and above one acre elsewhere, before subdivision or transfer is completed. We could not open the circular, so ask the zonal office whether it affects you.
How much is a mutation form, and what are the other fees?
The Ministry Service Delivery Standards for FY2025/26 to FY2028/29 give approval of a land subdivision or mutation at 5 working days and UGX 20,000. The registry stage has separate items. The land administration entry for processing subdivisions lists 15 working days with a registration fee of UGX 10,000, assurance of title UGX 20,000 per title, issue of certificate UGX 20,000 per title and an application fee of UGX 20,000. The land registration entry for issue of a certificate of title upon subdivision lists 10 to 20 working days with a registration fee of UGX 10,000 and a title charge of UGX 10,000 per new certificate. The entries are not identical, so ask the office which applies to your tenure and get a written fee breakdown.
| Item | Standard time | Official cost |
|---|---|---|
| Approval of subdivision or mutation | 5 working days | UGX 20,000 |
| Processing subdivisions (land administration entry) | 15 working days | UGX 10,000 registration, UGX 20,000 assurance and UGX 20,000 certificate per title, UGX 20,000 application |
| Certificate of title upon subdivision (registration entry) | 10 to 20 working days | UGX 10,000 registration, UGX 10,000 title charge per new certificate |
| Cadastral standard sheet on film | 2 working days | UGX 30,000 |

How long does subdivision take in reality?
The standards add up to a few weeks on paper. Reality can be much longer. The Daily Monitor reported in August 2026 that the Jinja Ministry Zonal Office had thousands of applications pending, with some stalled at the initial stage for five to 10 years, 14 staff against 25 approved posts, and unreliable internet and outdated equipment. Parliament's Committee on Lands gave officials three months to clear the backlog. Other offices may do better or worse, so we cannot give one national figure.
A realistic plan is to allow several months, track the file number at each stage, and not promise delivery dates to buyers. Do not sell plots as titled until the titles are issued. If you advertise before that, say clearly that the titles are in process.
Is subdividing worth it before selling?
It can raise the number of buyers you reach, because smaller plots are easier to afford, but it adds time and cost. Compare it with selling the whole title, and read how to sell land in Uganda for the full sale steps. Land & Property lists plots across Uganda; browse plot listings to see how sellers describe titled and untitled plots, or ask our team on WhatsApp or by email. Frequently asked questions
How long does subdivision take?
The Ministry standard is 5 working days to approve a subdivision or mutation and 15 working days to process it at the registry, followed by title issue. Backlogs can make real times far longer, so plan for months and track your file.
How much is a mutation form?
The Ministry standard for approval of a land subdivision or mutation is UGX 20,000. Registry fees such as assurance of title, certificates and registration are charged on top, per new title. Surveyor fees are separate.
Do I need my spouse's consent to subdivide?
For family land, the Daily Monitor reports that the Land Act (it cites section 40) requires spousal consent for transactions. Subdivision is a step towards sale, so get consent early and ask an advocate how it applies to your plot.
Can I sell a plot before its title is issued?
You can agree a sale, but the buyer cannot be registered until the new title exists. Say clearly in any advert and agreement that the titles are in process, and do not present the plot as titled.
