What are the steps to buy property in Uganda from abroad?

The journey has six steps. Each links to a page that goes deeper.

  1. Shortlist. Decide land or a home, and a budget in UGX. Compare asking prices at land for sale in Uganda and homes and condominiums. Our plot median on 3 November 2026 was UGX 155M.
  2. Verify. Check the registered title and the seller's identity before you send money: How to Buy Land in Uganda From Abroad (12 Steps).
  3. Visit. Have the plot or building inspected: video site visits, or book an escorted site visit with us.
  4. Pay. Pay in stages against documents: Paying for Land in Stages and send money to buy land.
  5. Transfer. Register the transfer into your own name: title in your own name.
  6. Manage. Protect and run the property from abroad: manage property from abroad and protect land while abroad.

For houses, the order is the same, with two additions: ask for the occupation permit of any new building and the unit title of any apartment. See occupation permit.

Can I buy land in Uganda while living abroad?

If you are a Ugandan citizen, yes. Where you live does not matter in law; your citizenship does. The Land Act (Cap. 236) section 40 says a non-citizen may acquire a lease but shall not be granted one longer than ninety-nine years, and shall not acquire or hold mailo or freehold land. Section 40(7) defines a non-citizen as a person who is not a citizen as defined by the Constitution and the Uganda Citizenship Act, and companies whose controlling interest lies with non-citizens are also non-citizens. Section 40(6) adds that a citizen who holds freehold or mailo land and ceases to be a citizen sees that tenure converted automatically into a 99-year lease.

That is why the citizenship question comes first. Many Ugandans abroad hold another passport. Ugandan law permits dual citizenship in some cases, but we found no authoritative source that settles how a dual citizen is treated under section 40, and the citizenship law has been amended more than once. We therefore make no legal claim here. Take written advice from a Ugandan advocate before you pay, and read Dual Citizenship and Land Ownership in Uganda and Can Foreigners Own Land in Uganda? Leasehold Rules. If you have no Ugandan National ID, read Buying Land Without a Ugandan National ID.

Who can inspect land for me?

Not a relative alone. An uncle or a friend may be conflicted, may be paid by the seller or may lack the skills to check a title. A reliable inspector is independent of the seller, can walk the boundaries, meet neighbours and local council officials, photograph the site with a date and place, and report to you in writing. Read Why a Relative Should Not Be Your Only Land Agent. Our paid, escorted site visit is run by us and the report comes to you; see book an escorted site visit for what is included.

If you must authorise someone to sign for you, a power of attorney gives them wide powers. Keep it narrow, name the plot and the transaction, and have a Ugandan advocate draft it: see power of attorney land and notarise a power of attorney abroad.

What are the main risks for buyers abroad?

Fraud is the risk you cannot see from a distance. A Nymy Net report of 16 July 2025 describes inspection-fee scams where money is sent by mobile money and the agent disappears, listings that do not exist or are already sold, the same listing sold to several clients, and prices that rise after you have paid fees. Its advice is to meet at the property before paying and not to pay for inspections you have not seen. Three more risks come from the law. First, family land cannot be sold or mortgaged without the spouse's prior consent (Land Act section 39), and a sale without it is void, although a good-faith buyer can claim the money back. Second, where tenants by occupancy live on the land, a tenant cannot transfer the tenancy without the landowner's consent (section 34), and each side has a first option to buy the other's interest (section 35). Third, an official title search costs UGX 10,000 and shows what the register holds, but it does not show who is on the land.

Why do so many Ugandans abroad buy property back home?

Money already flows. The Bank of Uganda, with IFAD, reported in April 2026 that remittance inflows reached about US$2.5 billion in 2025, roughly 3.8% of GDP, when they launched a remittance dashboard. We have no data on how much goes into property, so treat the figure as context only. See send money to buy land, diaspora mortgages and diaspora bond.

Is there a guide for my country?

Yes. Read from the UK, from the USA and from the UAE for payment, paperwork and tax pointers. For UK taxpayers see UK tax on Uganda property. Fees and rates change, so confirm each one with the bank, URA or a lawyer.

What does the buying process cost?

On top of the price, expect these costs, as of November 2026. Stamp duty on a land transfer is 1.5% of the value, and the Stamp Duty (Amendment) Bill, 2026 proposes 3%; the Parliamentary committee report of April 2026 recommended passing it and we could not confirm that it has become law, so verify with URA. Both buyer and seller need a free TIN for land transactions of UGX 10 million and above (URA). The Ministry of Lands says each UgNLIS search costs UGX 10,000. Lawyers, surveyors and bank charges are extra, so ask for written quotes in UGX. If you are buying for the first time, look at land for sale in Uganda and then browse plot listings.

Frequently asked questions

Can I buy land in Uganda while living abroad?

If you are a Ugandan citizen, yes. Your residence does not matter, but your citizenship does. A non-citizen may only hold a lease of up to 99 years and cannot acquire mailo or freehold land (Land Act, section 40). Confirm your status with a Ugandan advocate before paying.

Who can inspect land for me?

Choose someone independent of the seller who can walk the boundaries, meet neighbours and local officials, take dated photos and report in writing. A relative alone is risky. Land & Property offers a paid, escorted site visit with a written report.

Do dual citizens count as foreigners?

We cannot say. Section 40 of the Land Act defines a non-citizen by reference to the Constitution and the Citizenship Act, and the citizenship law has been amended since dual citizenship was introduced. Get written advice from a Ugandan advocate before you pay for freehold or mailo land.

How should I send money to buy land?

Pay in stages against documents, to a named bank account in the seller's or lawyer's name, never to a personal mobile money number you cannot verify. Keep proof of the source of your funds. Do not pay the full price before the transfer is registered.

Do I need a power of attorney?

Only if you cannot sign in person. Keep it narrow, name the plot and the deal, and have a Ugandan advocate draft it. A broad power of attorney lets the holder act in your name, which is a risk if they are not fully trustworthy.

Can I buy a house in Uganda from abroad?

Yes, following the same steps as for land. For a new building ask for the occupation permit, and for an apartment ask for the unit title. Check tenure, because a non-citizen cannot hold mailo or freehold land.
