Student Hostels Near Universities: Buy or Build
Updated 3 November 2026 · Land & Property editorial team
A student hostel earns rent from a captive group of tenants, but only if it is near a campus, passes planning, building and fire checks, and stays full through semester breaks. We found no verified published hostel rent or sale prices, so the worked yield below uses assumed numbers, not market data. This is not financial advice, and no yield is guaranteed. As of November 2026.

Is a student hostel a good investment?
It can be, but it is a specialist business, not a passive rental. This page is information only and not financial advice. Nothing here guarantees a yield, and asking prices and rents you see advertised are not what a building will earn. A hostel is more like running a small hotel than letting a house: you fill rooms every semester, handle security and repairs, and carry empty weeks when students go home.
We could not find a published, verified source for hostel rents, occupancy or sale prices in Uganda, and Land & Property had no hostel or commercial listings live on 3 November 2026 (Land & Property listings, Nov 2026). So we do not quote them. Ask any seller for the last two years of rent rolls and bank statements.
What drives demand for hostels near universities?
Demand comes from students who need to live within a short, safe trip of campus. BusinessTimes Uganda reported on 3 July 2026 that Kyambogo has steady student demand and that apartment blocks are replacing single-family homes around Ntinda, Kisaasi, Bukoto and nearby suburbs (source 3). The factors to test on any site are:
- Distance and the road. Walking distance or a short boda or taxi trip, on a road that is passable in rain.
- Security and lighting. Parents and students judge a hostel on safety first.
- Utilities. Reliable water, power and internet.
- Enrolment and the calendar. Check the university's current student numbers, intake dates and any plans for its own halls, from the university itself.
- Competition. Count existing hostels within walking distance and ask what rooms cost and how many stand empty.
What approvals does a hostel need?
A hostel is a building where people live, so ordinary planning and building rules apply. We could not verify any rule specific to hostels, so confirm the extras with the local authority.
- Development permission. Section 33 of the Physical Planning Act, 2010 requires permission from a physical planning committee for development, including a material change in use or density (source 5). Turning a house into a hostel can be a change of use.
- Building permit. Section 34 of the Building Control Act, 2013 prohibits building operations without one (source 2).
- Occupation permit. Section 44 makes it an offence to occupy a building before it is issued. In Kampala, KCCA asks for approved drawings, the job card, water and electricity bills, a fire certificate and an architect's compliance letter (source 1).
- Fitness for habitation. For residential lets, section 6 of the Landlord and Tenant Act, 2022 implies that the premises are fit for human habitation, meaning they meet the Public Health Act and the Building Control Act (source 7).
KCCA also says approvals lapse if work does not start within 18 months or finish within 2 years and 6 months (source 1). Ask the university's student affairs office whether it keeps an approved-hostel list, since we could not verify one.
What are the running costs?
Plan for these, which you pay whether rooms are full or not:
- Electricity and water, if not charged to students separately.
- Security guards and lighting.
- Cleaning, repairs and furniture replacement.
- A manager or caretaker.
- Insurance, permits and licence renewals.
- Tax on rent (see below).
Under the Landlord and Tenant Act, 2022 you may take a security deposit of no more than one month's rent or one-twelfth of a year's rent, whichever is less (section 30), and no more than three months rent in advance unless both sides agree (section 24). You must give written receipts (section 25) and see identification before signing (section 3(5)) (source 7). Hostels often charge by semester, so ask an advocate how that fits these limits.
How is a hostel yield worked out?
The numbers below are assumptions made up for the example. They are not Uganda market data and not a forecast. Replace them with real figures from the building you are looking at.
| Step | Assumption or result |
|---|---|
| Rooms | 40 |
| Rent per room per semester | UGX 1,200,000, two semesters a year |
| Gross rent if full | 40 x 1,200,000 x 2 = UGX 96 million |
| Vacancy of 15% | Rent collected UGX 81.6 million |
| Running costs at 35% of rent collected | UGX 28.6 million |
| Net before tax | UGX 53.0 million |
| Tax if owned by an individual | 12% x (81.6 million less 2.82 million) = about UGX 9.5 million |
| Net after tax | About UGX 43.6 million |
| If the building cost UGX 900 million | Net yield about 5.9% before tax and 4.8% after tax |
PwC's Uganda summary, reviewed 22 October 2026, says an individual pays 12% on annual gross rent above UGX 2,820,000, with no expenses deducted, and can file monthly from 1 July 2026 (source 4). A URA commissioner's 2022 article says companies deduct 50% of expenses and pay 30% on the rest, an effective 15% (source 8), but check current rules. Compare this with other options on Warehouses for Rent or Sale in Kampala and Shops and Commercial Buildings for Sale in Kampala. The first reports a prime warehouse yield of about 13% from Knight Frank data, which is rent over value and not directly comparable with a net figure.
Should you buy a hostel, build one or buy land?
Buying a running hostel gives you rent history to check. Building gives you control of the design but takes longer, and land near campuses can cost a lot. Plots we listed on 3 November 2026 in nearby suburbs included 25 decimals in Ntinda at an asking price of UGX 850 million and 25 decimals in Kyanja at UGX 520 million (Land & Property listings, Nov 2026). These are asking prices, and not every plot is zoned for a hostel. Read Commercial Land Near Kampala for Development for the checks, and Commercial Property in Uganda and the Warehouse Kampala hub for the wider market. A studio block aimed at students and young workers is a related idea, see Studio and One-Room Apartments for Rent in Kampala. Frequently asked questions
Is a student hostel a good investment?
It can earn steady rent if it is near a campus and well run, but it also has vacancy in semester breaks, high running costs and tax. We found no verified yield figures for Uganda, so test any offer with real rent rolls. This is not financial advice, and no return is guaranteed.
What approvals does a hostel need?
Development permission from the physical planning committee, a building permit, and an occupation permit before use, under the Physical Planning Act, 2010 and the Building Control Act, 2013. In Kampala KCCA also asks for utility bills and a fire certificate. Confirm any hostel-specific rules locally.
How is rental income from a hostel taxed?
PwC reports that, as of October 2026, an individual pays 12% on annual gross rent above UGX 2,820,000, with no expenses deducted. Companies are taxed differently. Ask an accountant or URA about your own case, including any VAT.
Can I turn a house into a hostel?
Possibly, but a change in use is development under the Physical Planning Act, 2010, so you need permission, and the building must meet building and fire standards and get an occupation permit. Do not convert before you hold the approvals.
