Is Ruiru in Nairobi County?
No. Wikipedia describes Ruiru as a municipality and sub-county in Kiambu County, within the wider Nairobi Metropolitan region. It sits about 20 km by road northeast of the CBD at around 1,565 m above sea level and covers roughly 292 square kilometres. It was administered by Nairobi City Council before independence, then by Kiambu County Council, became a town council in 1986 and gained municipality status in 1997. In 2008 it was placed under the Nairobi Metropolitan Region's integrated urban plan.
This matters for tenants and landlords because county government, not the Nairobi county office, handles local matters here. We have not verified the differences in rates and permits between Kiambu and Nairobi counties, so ask the landlord which county rates apply and who bills them.
Why do people live in Ruiru and commute?
Wikipedia attributes Ruiru's growth to a shortage of affordable housing in Nairobi, new highways and nearby university campuses. It names improvements to Thika Road and the Nairobi Eastern Bypass as major drivers, and says the town is connected to Nairobi by road and rail. The 2019 census counted 490,120 residents, up from about 238,000 in 2009, making it the fourth-largest urban centre in Kenya. The economy includes large factories, the Tatu City Industrial Park, banks, malls and a housing boom.
That mix means some residents work locally in industry and services, while others make the 20 km trip into Nairobi. We have no sourced commute times, because traffic on Thika Road varies. Try the journey at your own hours, and note the cost of daily fares when you compare rent.

What does this mean for landlords?
A landlord in Ruiru competes on price and access to Thika Road. Rent is taxed under the Kenyan rules explained in the Nairobi pages, and a county location does not change the national tax.
