Land for Hotels and Resorts in Uganda

Updated 3 November 2026 · Land & Property editorial team

Land for a hotel or resort in Uganda must pass planning, title and environmental checks before you pay. The National Environment Act, 2019 lists hotels, lodges and beach front facilities among projects needing a full impact assessment, restricts building on wetlands and in protected lakeshore zones, and defines a lakeshore as land within 100 metres of a lake. As of November 2026, we hold no commercial listings.

Impact assessment
Mandatory for hotels, lodges, resorts and beach front facilities (NEA 2019, Schedule 5, item 10)
Lakeshore defined as
Land not more than 100 metres from a lake (NEA 2019, s.53(8))

Can I build a hotel on the lakeshore?

Only with the right approvals, and only outside any protected zone that bars it. The National Environment Act, 2019 (the Act) deals with lakes in three separate layers, and each needs its own check.

  • The lake-bed. Section 52(2) bars any person from erecting or altering a structure in, on, under or over a lake-bed, or draining a lake, unless the Authority approves under section 52(3). Building without approval is an offence with a fine of up to thirty thousand currency points or up to twelve years in prison, or both (section 52(5)).
  • The lakeshore. Section 53(3) lets the Minister declare protected zones along lakeshores by statutory instrument. Section 53(6) says a person shall not undertake activities in those zones, subject to subsection (5), which lets the Authority permit sustainable uses that do not harm the lake. Section 53(8) defines a lakeshore as land not more than 100 metres adjacent to or bordering a lake.
  • Wetlands next to the lake. See the next section.

The Act restricts activities in protected zones. It does not say that holding a title overrides those restrictions, so do not assume that it does. Before you pay, ask NEMA in writing which protected zone, if any, applies to the exact plot and which statutory instrument sets it. We have not verified the zone width for each lake, and it can differ from the 100-metre definition, so we give no figure for any named lake.

What if the plot has a wetland on it?

Section 55(1) says a person shall not, without the written approval of the relevant lead agency given in consultation with the Authority, reclaim or drain a wetland, or erect, construct, place, alter or extend any structure that is fixed in, on, under or over a wetland. The agency may require an environmental and social impact assessment and must ensure there is no net loss to the wetland (section 55(3) and (4)). A breach carries a fine of up to thirty thousand currency points or up to twelve years in prison, or both (section 55(6)).

On the ground, a plot that is wet in the rainy season, has papyrus or reeds or sits in a valley bottom may be a wetland even if the seller calls it dry land. Visit after heavy rain and ask NEMA to confirm.

What permits does a resort need?

A hotel or resort typically needs several approvals in a set order. The ones we can source are below.

ApprovalSourceWhat it means for you
Development permissionPhysical Planning Act, 2010, s.33(1)You may not carry out a development in a planning area without permission from a physical planning committee. Dealings tied to an unpermitted development are null and void (s.33(3)).
Full impact assessmentNational Environment Act, 2019, s.113(1) and Schedule 5, item 10Construction of luxury tented camps, lodges, hotels, resorts and beach front facilities, subject to buffer zones protected by law, needs a scoping exercise, terms of reference and an impact study. Item 10 also covers tourism facilities on more than one hectare, and accommodation near wetlands or other sensitive areas, and water-based tourism facilities.
Project briefNational Environment Act, 2019, s.112 and Schedule 4, item 9Smaller schemes, such as tourism or recreation facilities on less than one hectare, and bandas, tents and campsites, need a project brief instead.
Emergency planNational Environment Act, 2019, s.92(5)Hotels and recreational facilities shall have specific emergency preparedness and response systems or contingency plans.

Ask the Uganda Tourism Board whether your hotel must be registered or classified before it opens. We have not verified those steps, so we do not set them out here.

How do access and title affect a hospitality site?

Guests arrive by road, and suppliers come every day. Check three things.

  1. Legal access. Confirm in writing that the access road is public or that you hold a registered right of way. A verbal promise from a neighbour is not enough.
  2. The state of the road. A road that floods or turns to mud in the rainy season will cost you guests. Visit the site in both seasons if you can.
  3. Title. Search the registry, match the registered owner to the seller and check for caveats and mortgages. Our guide to commercial land near Kampala sets out the title checks in more detail, and our team can arrange an escorted site visit.

Remember that approval and title are separate. A clean title tells you who owns the land. It does not tell you what you may build on it.

How do I compare lakeshore land with inland sites?

Some developers look away from the water, where fewer restrictions apply and land can be cheaper. Rural land is usually farmland, and farmland needs a change of use before you build a hotel on it (Physical Planning Act, 2010, section 2 and section 33). For a sense of rural asking prices, our eight farmland listings in Nakaseke had a median asking price of UGX 11 million per acre on 3 November 2026 (Land & Property listings, Nov 2026). That is a farmland price per acre, not the price of land approved for a hotel, and it does not include the cost of a change of use or of bringing in power and water. See Farmland for Sale in Nakaseke.

We do not publish a price range for hotel land. We have no commercial listings, and we have found no dated, published price series for hospitality land that we could cite. Use a licensed valuer, and read Commercial Property in Uganda for the yields we can source.

Which related sites should I look at?

If your project is not tourism, other guides may fit better. For factory sites, read land for factory planning. For warehouses, see Warehouses for Rent or Sale in Kampala. For existing buildings, see Shops and Commercial Buildings for Sale in Kampala, and for serviced industrial land, see industrial park land.

You can browse commercial listings as agents add them, or ask our team on WhatsApp or by email about a site you have found.

Frequently asked questions

Can I build a hotel on the lakeshore?

Only with approval and outside any protected zone that bars it. The National Environment Act, 2019 restricts activity in declared lakeshore zones (section 53), defines a lakeshore as land within 100 metres of a lake, and requires approval for structures on a lake-bed (section 52). Ask NEMA about your exact plot.

What permits does a resort need?

Development permission under the Physical Planning Act, 2010, section 33, and a full environmental and social impact assessment, because the National Environment Act, 2019, Schedule 5 lists hotels, lodges, resorts and beach front facilities. Hotels also need an emergency preparedness plan under section 92(5).

How can I tell if land is a wetland?

Watch for land that stays wet, reeds or papyrus, and valley bottoms, and visit after heavy rain. The Act bars building fixed structures on a wetland without written approval (section 55). Ask NEMA or the district environment office to confirm in writing before you pay.

Do you have land for hotels listed?

Not yet. On 3 November 2026 none of our 93 published listings was in the commercial category. Agents can list land free at launch, and the commercial search page will show new listings once they are published.
