Buying Land Without a Ugandan National ID

Updated 3 November 2026 · Land & Property editorial team

You can start a land purchase in Uganda without a National ID, but identification still matters. For the UGX 10 million TIN rule, URA asks citizens for a National ID and non-citizens for a passport. We found no published rule making a NIN a legal condition of registering land, so ask the Office of Titles. Ugandans abroad can pursue a NIN through NIRA's diaspora process.

Can you buy land in Uganda without a national ID?

You can search plots, visit them and negotiate without a National ID, but you will meet identification requests at several steps. The rules differ by who you are, so start by placing yourself in one of three groups: a Ugandan citizen with a National ID and NIN, a Ugandan citizen abroad who has no NIN yet, or a non-citizen with a foreign passport.

We looked for one rule that says "no NIN, no land registration" and did not find it. The Ministry of Lands transfer guide for mailo land lists the transfer form, two consent forms, a copy of the duplicate title and two passport photographs of each buyer and seller, and says identification documents are presented when the title is collected. It does not name which identification. So the honest answer is that the registry and your advocate decide what they will accept, and that you should ask before the final payment, not after. This is as of November 2026 and the answer may differ by registry office.

The TIN rule is firmer. URA says that since 6 December 2021, buyer and seller each need a Tax Identification Number when the land is worth UGX 10 million or more, and a company needs one whatever the amount. For the wider sequence of steps, see How to Buy Land in Uganda From Abroad (12 Steps).

Which IDs does URA accept for a TIN?

A TIN is the number URA requires of both parties to a land sale of UGX 10 million or more. URA's individual TIN page lists these documents:

ApplicantDocuments URA lists (as accessed November 2026)
Ugandan citizen aged 18 or overNational ID (listed as mandatory). Other listed documents include a passport, driving permit, voter's card, NSSF card, village identity card and a recent bank statement.
Non-citizenPassport (mandatory). A visa and work permit are also listed where they apply, and a refugee ID for refugees.

A TIN is issued free of charge, and URA explains that you can apply online through its e-services or in person at a URA office. URA also says the TIN requirement for land does not itself create a tax on the sale. If you are a Ugandan abroad with no National ID yet, ask URA which documents it will accept from you, since the page states the National ID as mandatory for citizens.

The TIN is also the document you will need again for the money side. For the sequence in which a land purchase is completed, see our land buying checklist.

How can a Ugandan abroad get a NIN?

The government announced in February 2024 an online platform for Ugandans in the diaspora to register for National IDs. Eagle Online reported that the system provides for online pre-registration and registration at embassies, and that the National Identification and Registration Authority (NIRA) would run outreach exercises in countries where more than 10,000 Ugandans live. Eagle's article did not list the documents needed.

We could not find an official list of documents for diaspora registration. Contact your nearest Ugandan High Commission or embassy for the current process, and ask about the next registration or outreach date.

The National ID is for Ugandan citizens, so a foreign passport holder who has never been a Ugandan citizen should not expect one. In that case the non-citizen route applies, and the section below explains it.

What if you are a dual citizen?

A Ugandan who has taken another citizenship and kept Ugandan citizenship must register as a dual citizen and receives a Certificate of Registration as a Dual Citizen, according to a Ugandan law firm's explanation of the Uganda Citizenship Regulations, 2009. That certificate is your proof of Ugandan status when an official asks whether you are a citizen. Keep a certified copy with your foreign passport and any Ugandan documents.

Whether you can then get a National ID, and what supporting documents are needed, depends on NIRA and your mission. Do not assume your foreign passport alone proves your status as a Ugandan. The land consequences of citizenship status, including what happens to freehold if citizenship is renounced, are covered on dual citizenship and land and in Can Foreigners Own Land in Uganda? Leasehold Rules.

What can a non-citizen buyer do without a NIN?

A non-citizen has no NIN, so the question becomes what the registry will accept in its place. URA lists a passport as the mandatory document for a non-citizen's TIN. Under the Land Act (2023 revised edition) a non-citizen can acquire a lease of up to 99 years, registered under the Registration of Titles Act if it is five years or more, but cannot hold freehold or mailo land. A foreign buyer should therefore expect to show a passport, obtain a TIN, and take a lease.

If you are buying with others, check how each person is identified before you set up the group. The structure matters more than the ID, and it is explained in buy land as a group. For power given to someone to sign for you, see Power of Attorney for Land in Uganda, because that person will need ID too.

What should you ask before you pay?

Put these questions to your advocate, in writing, before the balance is paid:

  • Which identification will the Office of Titles accept from me, and from the seller?
  • Do I need a TIN for this transaction, and can I get one before the transfer is lodged?
  • If I sign abroad, which documents must be notarised and legalised?
  • If registration is refused for an ID reason, does the sale agreement oblige the seller to refund me?

Buying standing trees is different: a forest listing on Land & Property sells the trees only. The land is not included and the harvesting deadline is negotiable with the seller, so there is no land title to transfer in that sale. See Buying Trees Only. Frequently asked questions

Can I buy land in Uganda with a foreign passport?

A non-citizen can acquire a lease of up to 99 years, not freehold or mailo land, under section 41 of the Land Act (2023 revised edition). URA lists a passport as the mandatory document for a non-citizen TIN. The registry decides which identification it accepts, so ask your advocate first.

Do I need a NIN to register land?

We found no published rule that makes a NIN a condition of registering land. The Ministry of Lands guide says identification documents are presented at collection without naming them. URA lists a National ID as mandatory for a citizen's TIN, so citizens should get one. Confirm with the Office of Titles.

Do buyers and sellers both need a TIN?

Yes, for land worth UGX 10 million or more. URA says the rule applies from 6 December 2021, covers both buyer and seller, and applies to companies whatever the amount. A TIN is issued free of charge, and URA says the rule does not itself tax the sale.

How do dual citizens prove they are Ugandan?

They register as dual citizens and receive a Certificate of Registration as a Dual Citizen from the National Citizenship and Immigration Board, per the Uganda Citizenship Regulations, 2009 as explained by a Ugandan law firm. Keep a certified copy with your foreign passport.
