Uganda Diaspora Bond: What Is Known
Updated 3 November 2026 · Land & Property editorial team
No. As of 3 November 2026 we found no evidence that the Bank of Uganda has launched a diaspora bond. In early August 2026 its deputy governor said the bank is developing one, but reports gave no launch date, rate, currency or minimum investment. Treat it as a plan, not a product. This page is information only and is not financial advice.

Has Uganda launched a diaspora bond?
Not as far as we can find. As of 3 November 2026, the latest reporting we could read is from early August 2026. Matooke Republic reported on 3 August 2026 that Professor Augustus Nuwagaba, the Bank of Uganda deputy governor, told Equity Bank Uganda's 2026 Diaspora Webinar that the central bank is developing a Diaspora Bond. The report quoted him as saying it would give Ugandans abroad a secure way to invest in national development projects while earning returns.
Other outlets described it the same way. 256 Business News called it a proposed bond and said no launch date or timeline was given. The Observer said on 5 August 2026 that it was in development, with no launch date, terms or amount. None of the reports we read gave a rate, a maturity, a currency, a minimum investment or an issue size. If the bank has since published a prospectus or a Treasury notice, we have not seen it, so check the Bank of Uganda website before you rely on anything here. Our overview of how to buy property in Uganda from abroad is a good place to start while you wait.
What did the Bank of Uganda actually say?
Here is the record as we read it, without anything added.
| Point | What the reports said | Source |
|---|---|---|
| Who | Prof. Augustus Nuwagaba, Bank of Uganda deputy governor | Matooke Republic, 3 Aug 2026 |
| Where | Equity Bank Uganda's 2026 Diaspora Webinar, held on a Saturday | Matooke Republic, 3 Aug 2026 |
| What | The bank is developing a Diaspora Bond for investment in national development projects | Matooke Republic; The Observer, 5 Aug 2026 |
| Status | Proposed or in development; no launch date | 256 Business News; The Observer |
| Terms | None disclosed | 256 Business News |
| Other products | A Sukuk bond and a Uganda Savings Bond were mentioned as separate plans | 256 Business News |
A separate commentary published on 10 May 2026 argued that concerns about national sovereignty have been an obstacle to diaspora bond efforts. That piece is opinion, not a government statement, and it did not describe any specific earlier bond issue.
Will the bond fund real estate?
There is no sign that it will be a real estate product. The report that quoted Professor Nuwagaba said the bond is for national development projects. In the same remarks, he advised Ugandans abroad to look at sectors that need limited day-to-day supervision, including "selected real estate projects", financial technology, digital infrastructure and payment systems. That is general advice about where to invest, and it is not a feature of the bond.
Equity Bank's webinar aimed to help Ugandans abroad turn remittances into businesses and long-term investments. 256 Business News put remittances at about USD 2.5 billion a year, which it called a record. The webinar announcement listed real estate among the sectors to be discussed. The bond, if it is launched, would be a government debt security. Buying property is a different thing: you own an asset, you carry the legal and fraud risks, and there is no fixed return. This page does not recommend either choice.
What can I do now instead of waiting?
Do not delay a purchase you have already researched just because a bond may appear, and do not delay a bond you want just because property is available. They are different tools. If you are considering property, these are the steps that do not depend on any new product.
- Decide your goal and your time horizon: a home, rental income, or land you may sell later.
- Work out the full cost, including legal fees, stamp duty and your own tax. Use our Diaspora Land-Buying Checklist (Download) to keep track of the steps.
- Learn the process for your country. See buy property in Uganda from UK and Buying Property in Uganda From the USA.
- Plan how you will look after the asset. Read Managing Uganda Property From Abroad.
- If you decide to look at land, browse plot listings and book an escorted site visit.
For scale, the 21 plots in our own listings snapshot had a median asking price of UGX 155 million in November 2026 (Land & Property listings, Nov 2026). These are asking prices, not sale prices, and we do not promise any rental yield or rise in value. Property prices can fall, titles can be disputed, and land can be hard to sell quickly.
What should I ask before putting money in any diaspora product?
This section is not financial advice. Whether it is a bond, a fund, a bank deposit or a plot of land, ask these questions in writing and keep the answers.
- Who issues it, and who regulates the seller or agent?
- In which currency are the payments made, and what are the exchange-rate risks for you?
- What is the term, and what happens if you need your money early?
- What are all the fees and taxes, in Uganda and in your country of residence?
- What is the worst realistic outcome?
Be wary of anyone who says they already sell "the diaspora bond". As of the date we checked, no launch had been announced, so a person offering it now needs to show proof. For property, the same rule applies: ask for the title and verify it. Our guide to Buying Property in Uganda from Abroad explains the checks, and each Ugandan product you consider should be compared against the cost and risk of simply leaving money in a savings account where you live.

Frequently asked questions
Has Uganda launched a diaspora bond?
Not as far as we can find. As of 3 November 2026, the latest reports are from early August 2026, when the Bank of Uganda deputy governor said the bank is developing one. No launch date, rate, currency or minimum investment was published. Check the Bank of Uganda website for any update.
Will it fund real estate?
No sign of that. Reports describe the bond as a way to invest in national development projects. The deputy governor separately advised Ugandans abroad to consider selected real estate projects among other sectors, but that was general advice. A government bond and a property purchase are different products with different risks.
What interest will a diaspora bond pay?
Nobody has published a rate. None of the reports we read gave a rate, maturity, currency or minimum. Ignore any figure quoted by a seller or social media post until the Bank of Uganda or the Ministry of Finance publishes terms. This page cannot give investment advice.
Should I wait for the bond before buying property?
That is your decision, and this page is not financial advice. The bond has no launch date and its terms are unknown, so it cannot be compared with a property today. Decide based on your own goals, budget and risk tolerance, and take advice from a licensed adviser in your country.
