Are property agents licensed in Tanzania?

Not under a national licence that we could confirm. The Citizen reported on 8 July 2026 that the Minister for Lands, Housing and Human Settlements Development, Dr Leonard Akwilapo, said a proposal for a Real Estate Regulatory Authority had cleared key government processes. He said it was at an advanced stage and would go to Cabinet for approval once remaining procedures were done. The aim is that only qualified, registered professionals work as brokers and agents. Industry players quoted in the same article said fast growth had brought fraud, inflated prices and unethical conduct by unregistered brokers.

This is not new talk. In 2017 The Citizen reported two draft bills, a Real Estate Regulatory Authority Bill and a Real Estate Agent Bill, then at draft stage with no later progress reported in that article. As of November 2026 we have not confirmed whether the authority has been established, so check the current position with the Ministry before you describe yourself as "licensed". What we can say is that until a regulator exists, a buyer has no official register to check, which is why independent verification matters.

Are property brokers regulated in Rwanda?

Not yet, according to the latest report we found. The New Times reported on 20 July 2026 that the National Land Authority is working with the Real Estate Professionals' Association of Rwanda (RWAREB), the Rwanda Housing Authority and other bodies on a legal framework for real estate brokerage and property management. The proposals include certification and a licence for practitioners, legal action against people who pose as professionals, consumer protections and a digital coding system that gives each property a unique identifier linked to ownership and transaction history.

The framework was still in draft, with consultations ongoing, and the Director General said it could be completed by September if all went well. RWAREB's own code of ethics is not legally enforceable. As of November 2026 we have not confirmed whether the framework was finished, so check with the National Land Authority.

How does Land & Property verify an agent?

We built our marketplace around verifying people, because unverified agents and fake listings are the main problem for buyers. Our checks are:

  1. Standard check, free. A national ID check and a live selfie. When it passes, your profile shows the Verified badge. We will confirm which ID types we accept for Tanzanian and Rwandan applicants when you apply.
  2. Land-title checks, paid. A search of the registry for a particular title, required above a value threshold.
  3. Office or phone interview, paid. An extra badge shown on your profile for that month, given only after the standard check.

A Verified badge shows that we checked who you are. It is not a government licence, and it does not replace one where a regulator exists. Where a regulator has a register, as in Kenya, that registration is the legal check and ours comes in addition. What can I list on Land & Property?

The platform lists land plots, farmland and forest trees, houses, apartments, other residential buildings, commercial property and rentals. Two rules matter for agents:

  • A forest listing sells the trees only. The land is not included, and the harvesting deadline is negotiable with the seller.
  • Our inventory today is Ugandan: 93 listings were published on 3 November 2026 (Land & Property listings, Nov 2026). Tell us in your application what you want to list and where, and we will confirm what we accept from Tanzania and Rwanda before you pay anything.

Agents list free at launch. Later, agents will pay to list, and paid options such as verified-agent plans and featured listings will be available. Ugandan buyers and regional investors use the site to browse. You can see what they see at browse all listings.

Which local rules should I follow while there is no regulator?

Even without a licence, agents in both countries deal with land law that foreigners find hard to read. Know the basics and do not give legal advice:

  • In Tanzania, land is held through rights of occupancy, and foreigners can generally take land only for an approved investment. See What Is a Right of Occupancy in Tanzania?
  • In Rwanda, land is held on long leases from the State.
  • Never take a deposit for land you have not checked on the register. See East Africa land scams for the cross-country patterns.

Frequently asked questions

Can Tanzanian agents list on Land & Property?

You can apply. We verify every agent with a national ID check and a live selfie, and we will confirm what listings we accept from Tanzania when you apply. Our current inventory is in Uganda, and agents list free at launch.

Do Rwandan brokers need a licence?

As of the July 2026 report from The New Times, a legal framework with certification and licences was still in draft, and consultations were ongoing. Check the current position with the National Land Authority, because it may have been finalised since.

Is there a regulator for agents in Tanzania?

A Real Estate Regulatory Authority was reported on 8 July 2026 to be at an advanced stage and heading to Cabinet. We have not confirmed that it exists as of November 2026, so check with the Ministry of Lands.

Does a Verified badge replace a licence?

No. It shows we checked your identity with a national ID and live selfie. It is not a government licence. Where a regulator keeps a register, as in Kenya, registration is the legal check and ours is an addition.
