Buying Trees in Uganda From Abroad Safely

Updated 3 November 2026 · Land & Property editorial team

You can complete a tree purchase from abroad, but do not pay on photos alone. Verify the seller and the land status first, have an escorted visit count a sample plot, pay in stages against written milestones, and arrange who supervises felling. A trees-only sale gives you the crop, not the land, so get written access rights. Non-citizens can hold only leases.

Can I buy a forest without visiting Uganda?

Legally you can pay and sign from abroad. In practice we advise against paying until someone you trust has stood in the stand. Photos and videos can be old, taken somewhere else, or show a neighbour's trees. The Bank of Uganda's warning on pyramid and Ponzi schemes of October 2023 lists promises of high, steady returns with little risk as a red flag, and distance makes those pitches easier to believe. Use the steps below to do remotely what you would do in person.

  1. Identify the seller and confirm who owns the land.
  2. Have an independent person visit and count a sample plot.
  3. Agree access, harvest timing and payment stages in a written contract reviewed by a Ugandan lawyer.
  4. Pay the seller's named account in stages, not a lump sum before the visit.
  5. Arrange who will supervise felling and counting at harvest.

How do I verify a forest remotely?

Start with the seller, then the land, then the trees.

  • The seller. On Land & Property, agents are verified by us with a National ID check and a live selfie before they receive a "Verified" badge, and land-title checks at the registry are available as a paid service for higher-value listings. A badge reduces risk but does not replace your own checks. For an owner selling directly, ask for the title or licence and a registry search and check that the name matches the identity document.
  • The land. Because you buy trees only, the land stays with the owner, so find out what kind of land it is. Plantations such as Namwasa and Luwunga are Central Forest Reserves, "land gazetted for forestry", according to a 2023 public summary from The New Forests Company. The National Forestry Authority says transferring land allocated for tree planting is not allowed, though a licence holder may cancel the licence and transfer the planted trees if the new party accepts the same conditions. If the land is a reserve or licence area, ask the NFA who holds the rights.
  • The trees. Ask for species, planting year, spacing and the seller's own count in writing, then check them on a visit. Pine takes about 15 to 18 years to mature, per the Uganda Timber Growers Association chairman in 2021, so a stand claimed to be mature should look it.

What does a paid, escorted site visit add?

An escorted visit puts a verified person on the ground for you. Land & Property offers paid site visits with a booking fee, escorted and verified, for properties listed with us. For a stand, ask the escort to walk the boundary with the seller, photograph the road and the stand with date and location, count the trees in a sample plot you choose, and check the trees match the listing's species and age. Bring a forester if the stand is large. The visit will not prove title, so pair it with the registry check above. You can book an escorted forest visit once a forest listing is live; as of our 3 November 2026 snapshot of 93 listings, none is a forest listing yet (Land & Property listings, Nov 2026).

How should I stage the payments?

There is no standard Ugandan tree-sale payment schedule that we could source, so this is practical advice, not law. Ask a Ugandan lawyer to draft or review the agreement.

StageTriggerCautions
Small holding depositSeller identified; draft agreement agreedRefundable if the checks fail
Main paymentVisit and sample count done; land status and access right confirmed in writingPay to a named account of the seller, not a third party; keep receipts
BalanceHarvest completed and counted, or per the agreed scheduleTie it to the final count where the price is per tree

Check how the price is set, per acre, per tree or lump sum, and who bears the risk of a short count. On our listings the deadline for harvest is negotiable with the seller, which also gives you room to wait for a better market after the 2023 export directive; see Uganda Timber Export Ban and Pine Prices.

Who supervises the harvest?

You or someone you appoint. The seller sells the trees and keeps the land, so no one else is responsible for the crew by default. Decide before you pay:

  • Who hires and pays the felling crew, and whether the contract names a deadline and a clean-up standard.
  • Who counts the trees as they fall, ideally a forester or agent of your choice, with photos of each load.
  • Who handles the permits. The NFA FAQ says any tree outside a Central Forest Reserve is regulated by the District Forest Officer, harvesting should follow a management plan, it is advisable to inform the nearest forestry office before cutting, and a permit fee applies to timber for trade but not personal use. Phone the District Forest Officer for the current process.
  • Who is liable for damage to the owner's land and for fire.

Appointing a local forester or surveyor is cheaper than an expensive mistake. We do not promise a harvest supervision service; ask any agent what they offer and what they charge in writing.

Can a foreigner or diaspora buyer own trees in Uganda?

It depends on citizenship and on what you are buying. The Land Act (Cap. 236, revised edition as at 31 December 2023), section 41, says, as shown on ULII, that a non-citizen may acquire a lease, that no lease may exceed 99 years, and that a non-citizen shall not acquire or hold mailo or freehold land. If you are a Ugandan citizen living abroad, that rule does not apply to you, but check your citizenship status (for example if you also hold another passport) and the title type with a lawyer. If you are not a citizen, you can still lease land up to 99 years.

What we could not find is a rule that settles whether a non-citizen may own planted trees alone, on land that someone else owns. No source we opened addresses it, so do not assume the answer. What you need in any case is a written right to enter the land, harvest and take out the timber until the deadline, registered or at least signed before witnesses and a lawyer. The details of trees without land are in buy trees without land, and the wider diaspora process is in Buying Property in Uganda From the UK.

What is the safest first step?

Read the checks, then browse forest and tree listings as they appear, and if you want to compare with other investments, see forest investment. Start from Forest Trees for Sale in Uganda. This page is information, not financial or legal advice, and no return is guaranteed. Prices in Uganda are in UGX; check the exchange rate on the day you transfer and the fees your bank charges.

Frequently asked questions

Can I buy a forest without visiting Uganda?

You can sign and pay from abroad, but we advise against paying before someone you trust has counted a sample plot and checked the land status. Use an escorted site visit, a registry check and a lawyer, and pay in stages against written milestones.

Who supervises the harvest?

You or someone you appoint, since the seller keeps the land and sells only the trees. Name a forester or agent to count trees as they fall, agree who hires the crew and pays, and phone the District Forest Officer about permits. We do not promise a supervision service.

Can a non-citizen own land in Uganda?

A non-citizen can acquire a lease of up to 99 years but cannot acquire or hold mailo or freehold land, under section 41 of the Land Act, 2023 revision. Whether a non-citizen can own trees alone on someone else's land is not answered in the sources we opened, so ask a Ugandan lawyer.

Is the land included when I buy trees on Land & Property?

No. A forest listing on Land & Property sells the trees only. The land is not included, and the harvesting deadline is negotiable with the seller. Get a written right of access and removal until the deadline before you pay.

How do I avoid a tree investment scam from abroad?

Be wary of fixed returns, pressure to pay quickly, and sellers who will not allow a visit. The Bank of Uganda lists high returns with little risk and difficulty withdrawing money as warning signs. Verify the seller and the land, and visit before paying.
