TIN for Land Transactions in Uganda (UGX 10M Rule)
Updated 3 November 2026 · Land & Property editorial team
Yes. Since 6 December 2021, URA requires both buyer and seller to hold a Taxpayer Identification Number (TIN) when land is worth UGX 10 million or more. A company needs a TIN for any land deal, whatever the value. A TIN is free, and you can apply on the URA portal, at a Domestic Taxes office with your National ID, or by the helplines.

Do I need a TIN to buy or sell land in Uganda?
You need one if the land is worth UGX 10 million or more. URA says that since 6 December 2021 both the buyer and the seller must have a TIN for land transactions at that value or above. If a company is on either side of the deal, a TIN is mandatory even when the value is below UGX 10 million.
The Daily Monitor reported the rule from a URA internal memo when it started. URA's own explanation says the aim is to register all potential taxpayers and give URA visibility over land deals. If you inherited land and are transferring it, the person selling on behalf of the deceased is treated as the seller and also needs a TIN. What does a TIN rule mean for tax on my sale?
A TIN does not by itself create a tax bill. URA states plainly that the rule does not mean it will tax income from land transactions; it only wants to know who is involved. Ordinarily, the only tax paid on a land transaction is stamp duty on the value of the land when it is transferred. Other taxes can apply in certain cases:
- Income tax, if the land is held as a business asset or you are in the business of buying and selling land. Such a person must register for income tax and declare the profit.
- VAT, if the seller sells improved land or commercial premises above the VAT threshold.
- Withholding tax, which a buyer may have to deduct when buying a business asset.
Each of these has its own page: Stamp Duty on Land and Property in Uganda, withholding tax sale of land and tax on sale of land.
How do I get a TIN, and is it free?
A TIN is issued at no cost. URA lists three ways to apply:
- Apply online through the URA portal.
- Visit your nearest URA Domestic Taxes office with a copy of your National ID.
- Call the toll-free helplines that URA publishes on its website.
A tax consultant quoted by the Daily Monitor in 2021 warned that online registration needs a telephone number, an email address and a stable internet connection, which is hard for rural sellers who have none of these, and that it could slow some transfers. If you are helping an elderly relative sell family land, start the TIN application early, because a missing TIN can delay the transfer at the registry. Do not pay anyone a fee for a TIN. URA says the TIN is free, and a person charging you is not charging a URA fee.
Do companies, trusts and estates need their own TIN?
Companies always need a TIN for land deals, whatever the price. That is URA's rule for any land transaction involving a company, and it applies to both buying and selling. If you hold land through a company, the company's TIN is the one used, not yours. See buy land through a company for the other tax effects of holding land that way.
For a deceased person's land, URA treats the person selling on behalf of the estate as the seller, and that person needs a TIN. We found no separate URA wording for trusts or clan land, so ask URA or your lawyer if your seller is acting in one of those roles. Never accept a deal in which the seller says no TIN is needed because the price was split into pieces under UGX 10 million. A consultant quoted in 2021 predicted sellers might try to divide land to stay under the threshold, and splitting a sale to avoid the rule is an obvious red flag.
Can I get a TIN from abroad?
URA's published routes are the online portal, a Domestic Taxes office with a National ID, and the helplines. The portal is a website, but we have not confirmed that it accepts every applicant who is outside Uganda, and we found no separate URA page describing a special process for people abroad, so we do not describe one. If the portal asks for something you cannot supply from abroad, the practical fallback is to give a trusted person your signed authority to visit a URA office, or to ask your Ugandan lawyer to guide the application.
Do this before you pay a deposit, not after. A land deal for a diaspora buyer often stalls at the registry for want of a TIN, so check the other documents too. Our guide to the cost of buying land in Uganda from abroad sets out the costs, and the Land Sale Agreement in Uganda page explains what the contract should say.
A question some readers ask is whether the National ID rules changed in 2026. We could not verify any 2026 change to how URA links a TIN to the National Identification Number, so we do not report one. Check the URA portal for the current requirement on the day you apply.
How does a TIN affect getting a loan for land?
Banks ask for a TIN as part of the application for a mortgage or land loan. Housing Finance Bank lists a Tax Identification Number among the documents it needs to start a mortgage. Get your TIN first, so that it is not the thing that holds up your loan. Our guides to land loan Uganda bank and mortgage requirements list the other papers.
What should I do next?
Check that you and the other party each hold a TIN before you sign the sale agreement. Put the TIN numbers on the agreement, and keep a copy of each registration certificate with the transfer file. If the seller cannot produce one, pause the payment. When you are ready to start looking, browse plot listings, or ask our team on WhatsApp or by email and we will explain the next step.
Frequently asked questions
Do I need a TIN to buy land?
Yes, if the land is worth UGX 10 million or more. URA requires both buyer and seller to hold a TIN since 6 December 2021. A company needs a TIN for any land transaction, even below UGX 10 million. The TIN is free.
How do I get a TIN from abroad?
Start on the URA portal, which URA lists as its first route. URA also lists a Domestic Taxes office with a National ID, and its helplines. We found no separate URA process for people abroad, so ask your Ugandan lawyer to guide you if the portal needs documents you cannot supply.
Is a TIN free?
Yes. URA states that a TIN is issued at no cost. It is not a fee you pay to anyone. If someone asks you to pay for a TIN, treat it as a warning and apply directly through URA.
Does having a TIN mean I will pay tax on my land sale?
No. URA says the rule is to identify who transacts in land, not to tax the sale. Ordinarily the only tax on a land transaction is stamp duty, though income tax, VAT or withholding tax can apply in certain cases, such as land held as a business asset.
What does TIN mean in Uganda?
TIN stands for Taxpayer Identification Number. URA issues it to people and companies so it can identify them for tax. You need it for land deals above UGX 10 million, for bank loans and for most dealings with URA.
