What documents do I need for a mortgage in Uganda?
The most detailed public list comes from Housing Finance Bank (HFB), the largest mortgage lender in a 2024 report. Its diaspora FAQ gives the documents needed to start a mortgage. Other banks publish less, so treat this as a good guide and ask your own bank for its current list in writing. The bank pages we read were undated, so this is what they showed in November 2026.
| Document | Who it applies to |
|---|---|
| Completed loan application form | Everyone |
| Valid identification and five passport photos | Everyone |
| Tax Identification Number (TIN) | Everyone |
| Credit Reference Bureau enrolment report or card | Everyone |
| Personal bank statement for the last 12 months | Everyone |
| Copy of your current employment contract, and two payslips for the last two months | Salaried applicants |
| Letter of recommendation from the relevant authorities for NSSF, as the bank lists it | Salaried applicants who plan to use it |
| Loan statement and copy of the loan offer | Anyone with an existing loan |
| An operational account with the bank | Everyone |

Our guide to mortgage in Uganda covers rates, deposits and how to compare lenders. This page is only the paper checklist.
What property documents will the bank ask for?
The bank wants to see that the property can secure the loan. HFB's list for the property itself is:
- A copy of the land title. HFB accepts titled property only, and says the land should not have squatters, graveyards, family land or communal land.
- For a purchase, the sale agreement or the letter of offer, and a statutory declaration in the bank's format.
- Four photographs, showing at least four elevations of the property.
- For a build or an unfinished house, a copy of the approved building plan and Bills of Quantities for the outstanding work. The bills should match the loan amount you qualify for.
Before you commit money to a seller, HFB says to agree a price, get a copy of the title and photos, and hold an initial screening with a bank official. That order matters: you learn whether you qualify before you pay a deposit. A cheap check is a UGX 10,000 search of the register to confirm the owner and any charges. See Using a Land Title as Loan Security for what banks check on a title, and Buying Your First Home in Uganda for the full journey.
Can the self-employed get a mortgage?
Possibly, but the public pages we read do not publish a separate list for self-employed applicants, so we do not invent one. What HFB does say is that it considers all incomes you provide. It names a spouse's salary, business income and rental income as examples when your own salary is not enough. It also asks for 12 months of personal bank statements from every applicant, so a business owner should keep personal and business money separate and be ready to show regular deposits.
The repayment limit applies to everyone. HFB caps total monthly deductions at 35% of gross monthly salary, including any other loans. Ask the bank what proof it will accept for income that has no payslip, and get the answer in writing. See How Big a Mortgage Can I Afford? to test your figures.
What extra do diaspora applicants need?
HFB defines a diaspora customer as a Ugandan citizen who lives or works in another country. The same list applies, with some practical points:
- Notarise only documents that carry your signature. Payslips, bank statements and a letter from your employer do not need notarising.
- If you are married, the bank needs spousal consent and a marriage certificate.
- Send your employment contract and recent payslips from abroad, plus 12 months of statements.
- You can pay your own contribution into your account, pay the seller and give proof of payment, or put it into construction.
Absa Uganda lists diaspora home loans of up to UGX 2 billion or USD 500,000 and land loans of up to UGX 500 million, but its public page does not list documents. Read Diaspora Mortgages in Uganda for the lender comparison, and ask which documents the bank accepts as certified copies.
What about valuation, insurance and fees?
The bank sets the property value, not you. HFB lists application, valuation and survey, and credit bureau fees at application, then stamp duties, security perfection and arrangement fees once the loan is approved. Dentons reports that mortgage deeds now carry nil stamp duty after the 2025 amendment, so ask the bank whether any stamp duty line on your offer is still needed. The fees may be deducted from the loan where the property value is significant, according to HFB.
The HFB FAQ we read does not mention property insurance, so we cannot say what the bank requires. Ask the bank in writing whether it requires insurance on the building, who the insurer must be and what it costs. The bank's valuation is separate from the one for stamp duty; see bank valuation property for the difference, and cost of buying land in Uganda for transfer costs.
How should I prepare before I apply?
Collect everything in one folder, scanned and in one order, before you meet the bank. Get your TIN first; it is free, as explained in TIN for Land Transactions in Uganda (UGX 10M Rule). Check your credit bureau record for errors. Ask the seller early for a copy of the title, and have the sale agreement ready. Then read the background on a new law that may change lending in time, the Mortgage Refinance Institutions Act. When you are ready to look at homes, browse house listings, or ask our team on WhatsApp or by email for help with the first step.
Frequently asked questions
What documents do I need for a mortgage in Uganda?
Housing Finance Bank lists an application form, ID and passport photos, a TIN, a credit bureau report, 12 months of statements, an employment contract and two payslips, plus a title copy, sale agreement, approved plan, photos and spousal consent if married. Ask your own bank for its list.
Can the self-employed get a mortgage?
Housing Finance Bank says it considers all incomes you provide, including business and rental income, but the pages we read do not publish a separate self-employed list. Bring 12 months of bank statements and ask the bank in writing what proof of income it accepts.
Do I need to notarise my mortgage documents from abroad?
Housing Finance Bank says to notarise only documents that carry your signature. Payslips, bank statements and an employer letter are not meant to be notarised. Ask the bank whether it needs certified copies of identity documents.
Which land will a bank accept as security?
Housing Finance Bank accepts titled property only, and says the land should not have squatters, graveyards, family land or communal land. Customary land and unclear tenure are likely to be refused, so check the title before you pay a deposit.
Do I need a bank account to apply for a mortgage?
Housing Finance Bank lists an operational account with the bank among its requirements. Other banks may differ, so ask. You also need a TIN, which URA issues free of charge.
