Condo Service Charge in Uganda: How It Is Set
Updated 3 November 2026 · Land & Property editorial team
Condo service charge is each owner's share of the building's running costs. The owners' corporation decides the amount it needs, and levies it on units in proportion to their unit factors (Condominium Property Act, 2001, s.20). We found no published Kampala figure and our listings state none, so ask for the budget, the unit factor and the sinking fund before you buy.

How is condo service charge set in Uganda?
The Condominium Property Act, 2001 does not use the words "service charge", but it sets the method. The owners' corporation must keep a fund for administrative expenses that is enough for managing common property, paying insurance premiums and meeting its other duties (section 20(1)(c)). It decides from time to time how much must be paid in (section 20(1)(d)), and it raises that amount by levying contributions on units in proportion to their unit entitlement (section 20(1)(e)). In plain words: the building makes a budget, and each owner pays a share fixed by the unit factor.
Knight Frank Uganda describes service charge in general as a fee, paid usually on top of rent, for services such as security, cleaning, repairs, management, lighting of common areas, insurance, garbage collection and lawn care. It says amounts vary with property type, building complexity, location, procurement and service quality, and that charges are usually open to audit. It gives no figures. What is the unit factor and how does it split the bill?
The unit factor is the unit's share of the common property and the number that decides its share of common expenses (section 1). Under regulation 10 of the Condominium Property Regulations, 2002, every plan gives each unit a factor, and all factors together equal 10,000. The Regulations say no formula is prescribed, but floor area is the common method and the one they recommend: a unit's area divided by the total area of all units, multiplied by 10,000. Read the plain definition in unit factor meaning.
Here is a worked illustration, not a real plan. Our Masoli listing in November 2026 gives unit sizes of 50, 79, 92 and 166 square metres, with four, four, three and one unit of each size, a total of 958 square metres (Land & Property listings, Nov 2026). If a plan used floor area, the factors would be about 522, 825, 960 and 1,733, adjusted by rounding to total 10,000.
| Unit size | Factor (illustration) | Share of common costs | Per UGX 1,000,000 of monthly costs |
|---|---|---|---|
| 50 sqm | 522 | 5.22 percent | UGX 52,200 |
| 79 sqm | 825 | 8.25 percent | UGX 82,500 |
| 92 sqm | 960 | 9.60 percent | UGX 96,000 |
| 166 sqm | 1,733 | 17.33 percent | UGX 173,300 |
The amounts in the last column are arithmetic on a pretend budget of one million shillings, not actual charges. A real plan may use value or position instead of area, so ask for the schedule of unit factors that must accompany the plan (section 9(1)(f)).
Who decides the service charge and the by-laws?
The corporation decides, acting through its management board (section 20(5)), which is elected under the corporation's rules (section 25). The board appoints a managing agent to run day-to-day matters (section 28), and the owners meet at least once a year (section 27). The "by-laws" owners talk about are called rules in the Act. They bind the corporation and every owner as if each had signed them (section 29(5)). See condominium by-laws and the owners' corporation for the full picture, and condominium title vs master title if your building has no registered plan yet.
Early on, the developer often controls management. A "developer's management agreement" is one signed while the developer owns most units, and the corporation can end it once other owners hold the majority of units, on 60 days' written notice (section 42). Before you buy, the Second Schedule requires the sale agreement to state the estimated monthly contribution and the unit factor with how factors were set. If the agreement leaves these out, treat it as a warning sign.
What does it cover, and what is a sinking fund?
Typical items are security, cleaning, lifts or generators where fitted, common electricity and water, garden care, insurance of buildings against fire (a duty under section 20(1)(f)), the managing agent's fee and repairs to common property (section 20(3)). A sinking fund is a separate reserve for big, infrequent repairs such as repainting, roof work or replacing pumps. The Act does not use that term, and nothing in it sets a rate. A 2020 Daily Monitor report says owners pay a monthly fee and the association keeps a reserve fund for repairs to shared property. See sinking fund meaning.
The usual way to calculate one is general accounting practice, not Ugandan law. Estimate what a major repair will cost, divide by the years until it is needed, and each owner pays their unit factor share. For illustration only, if a corporation expects UGX 100,000,000 of repairs in 10 years, it saves UGX 10,000,000 a year. A unit with factor 522 would pay 5.22 percent, or UGX 522,000 a year (UGX 43,500 a month). A building with no reserve may have to ask owners for a one-off levy when the roof fails, and section 20(1)(e) lets the corporation raise such a levy.
How much is service charge in Kampala?
We could not find a published, reliable figure for condo service charge in Kampala, and we will not guess. None of the 19 apartment-category listings in our 3 November 2026 snapshot states a service charge (Land & Property listings, Nov 2026). It will differ between a building with a lift, pool and generator and a walk-up block with a caretaker. Compare the budget, not the headline number: ask what is included, how many units share it, whether insurance and a sinking fund are inside it, and when it was last raised.
Ask the managing agent in writing for the amount due on the unit, the budget, the financial statement, the rules, any court case against the corporation and the insurance details. Section 35 requires the managing agent to provide this on written request and payment of the prescribed fee within 21 days. To weigh the monthly cost against owning a house on its own land, read Apartment or House in Kampala.
What happens to unpaid charges when a unit is sold?
Unpaid contributions are a debt the corporation can recover. Section 32(2) says a levy can be recovered from the person who owned the unit when the resolution was passed and from the person who owned it when the action was brought, jointly and severally. So a buyer can be chased for arrears the seller left. Section 32(3) lets an owner or authorised person ask the corporation for a certificate of the amount payable and a statement of account, and the certificate is conclusive proof of what it states unless the contrary is shown. The corporation can also register a charge against the unit for the unpaid amount (section 32(5)). Section 33 lets the rules set interest on late payments. Read Unpaid Service Charge for what to do, and Selling or Buying a Condo Unit on Resale for the transfer steps.
If you rent out the flat, Knight Frank notes that the Landlord and Tenant Act 2022 defines a service fee payable by a tenant, and the tenancy agreement sets the terms. Commercial tenants face a similar issue, covered in Mall and Office Service Charges in Kampala. Before you commit, browse apartment listings and book an escorted site visit, and ask to meet the managing agent.
Frequently asked questions
How much is service charge in Kampala?
We found no published, reliable figure, and none of our 19 apartment-category listings in November 2026 states one. Amounts depend on facilities and the number of units. Ask the managing agent for the budget, what it covers and the unit's share before you sign anything.
Who decides the service charge?
The owners' corporation decides, through its management board, and levies contributions on units in proportion to their unit entitlement (Condominium Property Act, 2001, s.20). Owners can vote at the annual general meeting, with voting power set by unit factor. In the early years the developer may control management.
What is a unit factor?
It is the unit's share of the common property and common expenses. All unit factors in a plan add up to 10,000 under the 2002 Regulations, and floor area is the recommended basis. A bigger unit usually has a bigger factor, pays a bigger share and has more votes.
What is a sinking fund and is it compulsory?
A sinking fund is a reserve for large repairs such as roofs and painting. The Act does not mention the term or require a fixed rate, but it requires the corporation to keep the common property in good repair and to fund administrative expenses. Ask whether the building has one and how big it is.
Will I pay the seller's service charge arrears?
You can be. Section 32(2) lets the corporation recover a levy from the owner when it was passed and from the owner when the action is brought, jointly and severally. Ask for the corporation's certificate of the amount payable before completion and get any arrears cleared from the price.
