Short-Stay House Rules and Guest Safety in Uganda
Updated 3 November 2026 · Land & Property editorial team
Give every guest a short written list of house rules covering quiet hours, visitors, smoking, parties and parking, and meet the safety basics: working locks, smoke alarm, extinguisher, first aid and a clear emergency route. Uganda's 2014 tourism regulations require a guest register, and the Data Protection and Privacy Act 2019 governs how you keep guest ID. As of November 2026.
- Guest register
- Required on the premises, regulation 5 of S.I. 2014 No. 48
- First aid
- Adequate first aid services, regulation 9 of S.I. 2014 No. 48
- Data security duty
- Section 20, Data Protection and Privacy Act 2019
- Breach notice
- Notify the Personal Data Protection Office, section 23
- Cameras on Land & Property
- None indoors; outdoor cameras and noise monitors must be shown on the listing
What house rules should I set?
Keep the list short enough that a guest reads it. Put it in the listing, repeat it in the pre-arrival message, and print it in the unit. Adapt this list to your building:
- Quiet hours: state the hours, for example from 22:00 to 07:00, and say who to call if a neighbour complains.
- Guest numbers: the maximum number of people who may sleep or stay. Land & Property enforces maximum guest numbers and holds ID and a selfie for every guest.
- Visitors: whether day visitors are allowed, until what time, and that they sign in at the gate if your estate requires it.
- Parties and events: not allowed, with the consequence stated.
- Smoking and candles: outdoors only, or not at all.
- Parking: the number of spaces, which bay is yours, and whether the guard must note the vehicle.
- Basics at check-out: rubbish in the bin, keys returned, lights and stove off, door locked. Our policy limits the chores a host can ask of guests to these basics.
Under our policy a hidden camera means immediate suspension, and no camera may be indoors. Hosts of rented units should also hold their landlord's written consent, which Hosting Rules and Licensing in Uganda: Step by Step explains.
What safety equipment must a short stay have?
The law gives some duties and leaves others to inspection and common sense. The Uganda Tourism (Tourist Accommodation and Restaurant Establishments) Regulations, 2014 require adequate first aid medical services at tourist accommodation (regulation 9) and a safe or suitable vault for guests' valuables (regulation 16). The regulations also say the management is liable for property a guest hands over for safekeeping against a receipt, and not for property the guest keeps in the room (regulation 17).
Beyond that, we have not found one published fire standard written for a single apartment let by the night, so we do not state one. Ask Uganda Police Fire and Rescue Services and your licensing officer at the Uganda Tourism Board what applies to your building, and keep the answers in writing. Sensible minimum kit for any unit:
- a smoke alarm and a fire extinguisher, checked and dated;
- a first aid kit, restocked at each turnover;
- locks that work on doors and windows, and a gate that closes;
- lit stairs and corridors and a clear way out, with no blocked grilles;
- a backup light for power cuts. Knight Frank's 2026 Kampala report lists a generator or inverter with battery backup as the minimum for competitive units.
Do I have to keep guest ID and a register?
Yes, a register. Regulation 5 of the 2014 regulations says a guest renting a room shall register under their true name and produce valid identification. The management must keep a register on the premises, open to inspection by a lawful agent or a law enforcement officer, showing the guest's name and address, the room, country of origin, purpose of the visit and the dates of arrival and departure. For a minor, a guardian registers and accepts liability in writing. You may record only information you know to be accurate.
On Land & Property, each guest uploads a photo of a national ID or passport and takes a selfie once per account. Our staff check these, and the host sees "ID uploaded, check pending" and then "ID checked". You still keep your own register for the premises. Cross-check the name with the booking when the guest arrives.
How should I handle guest personal data?
A guest's ID, phone number and travel details are personal data. The Data Protection and Privacy Act 2019 applies to anyone who collects or processes it, which includes a host who keeps a register. A summary by DLA Piper of the Act sets these duties:
- Consent and purpose: collect personal data only with the person's informed consent and for a lawful, specific purpose. Use it only for that purpose.
- Keep it short: keep data no longer than necessary, then destroy or de-identify it.
- Security (section 20): take appropriate measures against loss, unauthorised processing and unlawful access, check them regularly and keep them updated. Do not leave a register on an open counter or photos of IDs on a shared phone.
- Breach (section 23): when you reasonably believe an unauthorised person has accessed personal data, notify the Personal Data Protection Office.
- Children: data of a child may be processed only with a parent's or guardian's consent, or for the other limited purposes the Act allows.
This is general information as of November 2026, not legal advice, and the summary is secondary, so read the Act itself for the exact wording. Never share a guest's phone number or ID outside what the booking needs.
What should I tell the neighbours and the estate?
Neighbours are your first alarm system and your biggest risk. Tell the estate manager or chairperson that you let by the night, give them a number for complaints, and agree how gate staff will log visitors. Read your condominium by-laws and tenancy, because many forbid commercial use or require notice. Land & Property runs a neighbour complaint line and a strike policy for parties, and lets hosts switch off same-day bookings from guests with no reviews.
Hosts in Nairobi follow different registration rules, set out in Hosting a Short Stay in Nairobi: Licence and Tax. For Kampala context see Airbnb in Kampala: Areas, Hosting Rules and Tax.
What do I do in an emergency, and how do guests reach me?
Put three things on a card by the door: the emergency numbers for police, fire and ambulance for your area, the nearest clinic or hospital, and your own contact route. On Land & Property, every booking carries 24-hour emergency contacts for the city. After payment the guest sees your phone and WhatsApp, and the exact pin, gate photo and arrival notes. If a guest cannot find the place, one tap starts a staff reply within 60 minutes.
The guest can report a problem from check-in until 24 hours after arrival, and our staff respond within an hour on check-in day. For safety or access problems, we decide within four hours. Frequently asked questions
What house rules should I set?
Quiet hours, maximum guests, visitors, no parties, smoking, parking and the basic check-out tasks. Keep the list short, show it in the listing and in the unit, and say what happens if a rule is broken.
Do I have to keep guest ID?
You must keep a guest register on the premises under regulation 5 of the 2014 tourism regulations, with name, address, country, purpose and dates, after seeing valid ID. If you keep copies of ID, the Data Protection and Privacy Act 2019 applies.
What safety equipment must a short stay have?
The 2014 regulations require adequate first aid and a safe or vault for valuables. We found no published fire standard for single apartments, so ask Police Fire and Rescue and UTB. A smoke alarm, extinguisher, first aid kit and sound locks are sensible.
Can I put cameras inside the unit?
Not on Land & Property. No cameras are allowed indoors, and a hidden camera means immediate suspension. Outdoor cameras and noise monitors are allowed if they are shown on the listing.
What if a guest throws a party?
Set a guest maximum and say parties are not allowed. Report the breach on the platform. Our policy counts a party as a guest breach, so you are not fined for cancelling, and strikes can lead to the guest's account being blocked.
