Airbnb in Kampala: Areas, Hosting Rules and Tax

Updated 3 November 2026 · Land & Property editorial team

Knight Frank's 2026 report puts Kampala's Airbnb supply in three bands: Kololo, Nakasero and Naguru at the top, Bugolobi, Bukoto, Mbuya and Entebbe in the middle, and Kyanja, Kisaasi, Ntinda, Najjera and Kira at the budget end. Hosts should check tourism registration, URA income tax and condo rules. On Land & Property, guests book through us and we pay owners after taking our percentage.

Which Kampala areas suit Airbnb?

Knight Frank Uganda's Kampala Short-Term Rental Market Report 2026 groups areas into three tiers by guest type and nightly rate. These are market figures from booking data, not Land & Property listings. On 3 November 2026 none of our 93 published listings was a rental, so we cannot rank areas from our own stock yet.

TierAreas (Knight Frank)Typical nightly rateWho stays
Tier 1, primeKololo, Nakasero, Naguru, Munyonyo, MuyengaUS$80-120 (about UGX 297,000-445,000)Diplomats, UN and NGO staff, company executives
Tier 2, secondary primeBugolobi, Bukoto, Mbuya, EntebbeUS$50-80 (about UGX 186,000-297,000)Mid to senior NGO staff, returning diaspora, regional companies, leisure
Tier 3, emergingKyanja, Kisaasi, Ntinda, Najjera, KiraUS$25-50 (about UGX 93,000-186,000)Domestic travellers, budget-minded visitors, longer stays

The shilling figures are our arithmetic at UGX 3,710 to the dollar (the June 2026 average in Knight Frank's H1 2026 market review). Knight Frank ranks Tier 2 as the best risk-adjusted choice for new operators: less crowded than Tier 1, with better guests than Tier 3. It says Tier 1 now rewards experience and institutional contacts more than address, because new apartments in Kololo, Nakasero and Naguru are about to add supply and western donor and NGO demand has softened. Tier 3 is a yield play where supply is already high. It also reports operators renting flats just to sublet them in Najjera, Kisaasi, Kyanja and Kiwatule. See Apartments for Rent in Bukoto, Kampala for a Tier 2 example, and Houses and Apartments for Rent in Kampala by Area for the wider map.

How do I find and book an Airbnb-style stay through Land & Property?

If you are a guest, you book through Land & Property and pay us, not the owner. We pass the money to the owner after taking our percentage. That way your payment goes to a platform you can contact, and the owner is paid only after the booking is made. You can see what is listed now and read our longer short stays in Uganda guide for each area.

What to check before you book:

  • Power and water. Knight Frank says electricity and water outages are frequent in Kampala, and that a generator or inverter and a water tank are the minimum for serious operators. Ask what the unit has.
  • The baseline. WiFi, a kitchen, parking, hot water, 24-hour security and basic furnishing are what the report calls non-negotiable. Air conditioning, a washing machine, a workspace and fibre internet come next.
  • Photos of the real unit. Most international guests book from pictures alone, which is why hosts are told to use professional photos of every room.
  • The cancellation terms and who to call if something is wrong. Our cancellation and refund rules are explained separately.

Never send money to a person who found you through a listing and asks to be paid outside the platform. Guests staying 1 to 3 months should also agree the monthly rate and utilities in writing.

How do I list my property as an Airbnb-style stay?

Owners can list a furnished home or apartment for short stays on Land & Property and be paid after the booking. The guest pays us, we keep a percentage of the booking and we pay you the rest afterwards. Ask us for the current percentage before you list, so that you can compare the payout with what a tenant would pay on a long let. To start, list your rental and say it is a short stay, or read the host guide on listing a short stay.

The costs below are the ones to model before you start. We give no price for them because they vary by unit, and we would not invent one:

  • Furnishing and fit-out to the baseline above, including a generator or inverter, a water tank and fibre internet.
  • Cleaning and laundry between guests, and the cost of replacing linen and supplies.
  • Check-in: a caretaker, key handover or smart lock, and time to answer messages. Knight Frank's target response time is under one hour, and it advises a dedicated WhatsApp line.
  • Photography. Knight Frank says to use a professional photographer and to refresh images every 12 to 18 months.
  • Utilities, security and repairs, and the percentage we keep.

Do I need a licence to host on Airbnb in Uganda?

You should check, because the answer depends on how you operate and the sources are not fully settled. As of November 2026, these are the points we could verify:

  • The Uganda Tourism (Tourist Accommodation and Restaurant Establishments) Regulations, 2014 (Statutory Instrument 2014 No. 48), made under sections 13 and 34 of the Uganda Tourism Act, 2008, list the categories of tourist accommodation to be registered with the Uganda Tourism Board (UTB). The list includes guest house, home stay, hostel, serviced apartments and villa, plus "others" (regulation 3).
  • Regulation 5(3) requires the management of a tourist accommodation to keep a register of guests, with the name and address, country of origin, purpose of visit and dates of arrival and departure, open to inspection by a lawful agent or law enforcement officer.
  • Knight Frank's report, reflecting its understanding as of Q1 2026, says the Uganda Tourism Act requires tourist accommodation operators to hold a Tourism Operator Licence from UTB, compliance is inconsistent, and there is no short-let-specific licensing framework at national level. It advises business registration with the Uganda Registration Services Bureau (URSB).
  • On 22 April 2026, Pulse Uganda reported an AFCON 2027 organising committee official telling accommodation providers, including Airbnb hosts, to seek authorisation from UTB early because visitors book 6 to 12 months ahead.

The UTB website lists registration and licensing but does not say whether a private flat let on Airbnb is covered, so ask UTB in writing for your property. The Landlord and Tenant Act, 2022 does not apply to "residence in a hotel, motel, or other transient lodging" (section 1(3)(b)), so a guest on a short stay is generally not a tenant with the rights in that Act. We found no ruling on where a private Airbnb unit falls. Our page on Short-Let and Airbnb Rules and Tax in Uganda sets out the rules in more detail, and this is general information, not legal advice.

How is Airbnb income taxed in Uganda?

It is taxable. Knight Frank's report says short-term rental income is taxable under the Income Tax Act and that the Uganda Revenue Authority (URA) is digitising detection of non-compliance. For rental income, URA's guidance (26 August 2022) says an individual whose gross rent is UGX 2,820,000 a year or less pays nothing, and above that pays 12% of the excess with no expense deduction. A company pays 30% after deducting up to 50% of the rent as expenses. On gross rent of UGX 10,000,000 an individual pays UGX 861,600. Our guide to Tax on Rental Income in Uganda has the full table.

Two points are not settled in the sources we read. One is whether a short stay with hotel-style services is taxed as rental income or as business income. The other is VAT. Knight Frank says the VAT Act exempts residential accommodation but excludes serviced apartments, which brings them into VAT in principle. A URA notice first published on 30 October 2026 says the annual VAT registration threshold rose from UGX 150 million to UGX 300 million from 1 July 2026. One flat is unlikely to reach that, but a group of serviced units might. Ask URA or a tax adviser, and keep every payout statement. We give you your booking and payout records, and we do not give tax advice.

What does an Airbnb earn, and when does a long let win?

Knight Frank's 2026 report gives the market averages for Airbnb-visible listings. Median occupancy is 44%, the median booked rate is US$39 a night, revenue per available rental (RevPAR) is US$16.7, and estimated average revenue is US$6,333 per listing a year, which is about UGX 23.5 million. These are averages across the whole city and include weak listings. The report says professional operators beat the market and passive owners lag it.

Demand follows a pattern. December and January are the peak, driven by returning diaspora, with May and June a second peak. February and March, and July and August, are the troughs, when rates must fall to keep rooms full. Supply is rising: 3,478 active listings in December 2025, up 56.7% in a year, and more than 1,000 new apartments expected in prime areas within 12 to 24 months. Sixty percent of listings are studios or one-bedroom units, a segment the report says is already oversupplied.

A long let pays the same each month with no cleaning or guest messages, but a landlord faces the empty months too. Knight Frank's H1 2026 review also notes that three to six-month furnished lets have multiplied and that unfurnished flats are competing for fewer long-stay tenants. Compare the two with your own numbers on Short-Let vs Long-Let in Kampala: Income Compared. If you are a tenant, you cannot sublet to Airbnb guests without the landlord's written consent, and an unauthorised sublet is invalid and ends the tenancy (sections 32 and 33, Landlord and Tenant Act, 2022). Condominium by-laws and mortgage terms can also limit short stays, so read yours first. For owners who prefer a stable tenant, see the Landlord Guide for Uganda: Law, Tax and Rent Collection.

Frequently asked questions

Do I need a licence to host on Airbnb in Uganda?

Probably registration of some kind, but confirm with the Uganda Tourism Board. The 2014 tourism regulations list serviced apartments, guest houses and home stays as categories to register, and Knight Frank says a Tourism Operator Licence applies. No source we read says whether every private flat is covered, so ask UTB in writing.

How is Airbnb income taxed in Uganda?

It is taxable under the Income Tax Act, says Knight Frank. URA guidance from 2022 taxes an individual's gross rent above UGX 2,820,000 a year at 12%, and a company's at 30% after capped expenses. Whether a hosted stay counts as rent or business income is unsettled, so ask URA.

Which Kampala areas suit Airbnb?

Knight Frank's 2026 report ranks Bugolobi, Bukoto, Mbuya and Entebbe as the best risk-adjusted tier at about US$50-80 a night. Kololo, Nakasero and Naguru earn US$80-120 but carry higher vacancy risk, and Kyanja, Kisaasi, Ntinda, Najjera and Kira run at US$25-50 with more competition.

How does booking through Land & Property work?

The guest books and pays through Land & Property. We keep a percentage of the booking and pay the owner after that. Owners should ask us for the current percentage before they list, so they can compare it with a long let. Guests should never pay an owner outside the platform.

Can my condo or landlord stop me hosting?

Yes, possibly. A tenant may not sublet without the landlord's written consent (Landlord and Tenant Act, 2022, section 32), and condo by-laws or mortgage terms can restrict short stays. Read your by-laws, lease and loan papers, and ask the management board in writing before you list.
