Buying Your First Home in Uganda: Step by Step
Updated 3 November 2026 · Land & Property editorial team
Buy a first home in seven steps: set a budget and deposit, choose cash or a mortgage, search and visit, run legal checks, agree the price and sign, pay tax and transfer the title, then inspect and take the keys. Do them in this order, because each step protects the money you spend in the next. This is part 1 of 8 in our first-home series.
- Maximum loan-to-value on new residential mortgages
- 85%, so a deposit of at least 15% (Bank of Uganda rule, 2020, as reported by CAHF)
- Mortgage rates quoted, 25-year terms
- 16% to 22% (Housing Finance Bank, August 2023, via CAHF)
- Average shilling lending rate, Feb 2026
- 18.73% weighted average on all shilling loans, not mortgages only (Ministry of Finance data via Eagle Online)
- Transfer stamp duty
- 1.5% of value, as of November 2026 (Ministry of Lands guide)

Use this as a tracker. Tick each step only when it is finished, and do not pay a large deposit until step 4 is done.

Step 1: How much do I need for a first home?
Start with the price, then add the costs around it. Using our 3 November 2026 listings as a guide, house asking prices range from UGX 170 million to UGX 2 billion, with a median of UGX 765 million across 14 listings. Asking prices are not sale prices, and our sample is small.
On top of the price, budget for stamp duty, legal and search fees, valuation if a bank lends, and repairs or furniture. Ask a lawyer for a written estimate of fees before you start.
If you plan to borrow, a Bank of Uganda rule caps new residential mortgages at 85% of the property value, so you need at least 15% as a deposit, according to the Centre for Affordable Housing Finance in Africa (CAHF) summary of Bank of Uganda rules. On a UGX 300 million house that is a deposit of at least UGX 45 million before costs.
Step 2: Should I buy with cash or a mortgage?
A mortgage lets you buy sooner but costs a lot in interest. CAHF reports mortgage rates of 16% to 22% for 25-year terms from Housing Finance Bank in August 2023, and says Housing Finance Bank limits monthly repayments to 35% of household income. Ministry of Finance data reported by Eagle Online put the weighted average shilling lending rate at 18.73% in February 2026, for all shilling loans. These are not current offers, so ask each bank for a written quote.
Here is a worked example with stated inputs. It is arithmetic, not a quote. Price UGX 300 million, deposit 15% (UGX 45 million), loan UGX 255 million, rate 18% a year, 20 years. The monthly repayment is about UGX 3.94 million. If the bank caps repayments at 35% of income, you would need a monthly income of about UGX 11.2 million. At 16% the repayment falls to about UGX 3.55 million. Change the inputs for your own case.
CAHF also notes that lenders generally want formal employment and a land title as security, so informal earners may struggle to qualify. Read Buying a House With a Mortgage and prepare your papers with Documents a Ugandan Bank Wants for a Mortgage.
Step 3: How do I search and visit?
Decide your area, bedrooms and budget band first. Then visit at least three properties, on different days, and once in rain if you can, to see the drainage and the access road. Take someone who has bought before. Ask the seller why they are selling and how long the house has been listed.
An escorted visit means a verified person shows you the property, so you are not meeting a stranger at a gate. You can book an escorted site visit. If you are weighing a plot with a house or a house on a small plot, read Buying a House With Land.
Step 4: What legal checks should I do before paying?
This is the step that first-time buyers skip, and the one that protects you most. Do not hand over more than a small refundable booking amount until your lawyer has finished.
- Confirm the seller's identity against their national ID and the name on the title.
- Run an official search of the title at the land registry to see the registered owner and any caveat, mortgage or other encumbrance.
- Check the plot size on the title against what you are being shown.
- If the house is part of a condominium building, ask for the separate unit title. Under the Condominium Property Act, 2001, the registrar issues a certificate of title for each unit (section 3).
- Ask for the building plan approval and, for a finished house, the occupation permit.
The full list is in Legal Checks Before Buying a House. The mistakes buyers repeat are in 10 Mistakes First-Time Land Buyers Make in Uganda.
Step 5: How do I make an offer and sign the agreement?
Negotiate on the asking price, since Knight Frank describes Kampala's prime residential sales market in H1 2026 as a buyer's market with wider room to negotiate. Put the agreed price in a written sale agreement drafted or checked by your lawyer, with the payment schedule, the date of handover and what happens if either side backs out.
If you buy a new condominium unit from a developer, the Act gives you protections. The developer may not sell or agree to sell a unit unless it has delivered copies of the sale agreement, the proposed rules, the proposed management agreement, the certificate of title, the condominium plan and other listed documents (section 40(1)). You may rescind within ten days of signing unless all documents were delivered at least ten days earlier (section 40(3) and (4)). The developer must hold your payments in trust (section 41). If the house is not finished, read Buying an Unfinished House in Uganda.
Step 6: What tax and transfer steps follow?
As of November 2026, the Ministry of Lands guide gives stamp duty on a transfer as 1.5% of the total value, under the Schedule to the Stamp Duty Act, 2014. URA says the Chief Government Valuer sets the value used, which may differ from your price. A Stamp Duty (Amendment) Bill 2026 was before Parliament in April 2026, so confirm the rate with the Uganda Revenue Authority.
Uganda Revenue Authority guidance says a Tax Identification Number is needed by buyers and sellers for land transactions valued at UGX 10 million or more. It is free. Your lawyer then lodges the signed transfer, the sale agreement and the stamp duty receipt at the land registry. Do not treat the house as yours until the title shows your name.
Step 7: What should I check at handover?
Walk through with a checklist. Test every tap, socket, switch, lock and window. Check the roof for stains, the walls for cracks and damp, and the compound for drainage. Take dated photos and list every defect in writing before you accept the keys. If the seller still owes work, agree it in writing and keep back part of the payment until it is done.
Keep every document together: the title, the sale agreement, receipts, the stamp duty receipt, plan approval and occupation permit. When you are ready to see homes, browse house listings or book an escorted site visit. The overview in Homes and Condominiums for Sale in Uganda shows the range.
Frequently asked questions
What are the steps to buy a house in Uganda?
Set a budget and deposit, choose cash or a mortgage, search and visit, run legal checks on the seller and title, agree the price in a written sale agreement, pay stamp duty and register the transfer, then inspect and take the keys. Do the legal checks before paying more than a small booking amount.
How much do I need to buy my first home?
The price plus costs. With a mortgage, the Bank of Uganda rule reported by CAHF caps lending at 85%, so you need at least a 15% deposit, which is UGX 45 million on UGX 300 million. Add stamp duty at 1.5% as of November 2026, legal fees and repairs.
Do I need a lawyer to buy a house?
No law forces you to use one, but a lawyer can search the title, check the seller's identity, draft the sale agreement and lodge the transfer. Most losses for first-time buyers come from skipped checks, so the fee is usually small compared with the risk.
Can I buy a house with a mortgage if I am self-employed?
It is harder. CAHF reports that lenders generally want formal employment and a land title as security. Banks differ, so ask each for its list of documents and what it accepts as proof of income before you choose a house.
