Land for an Apartment Block: Size, Zoning, Density
Updated 3 November 2026 · Land & Property editorial team
There is no single plot size for an apartment block in Uganda. How many flats you may build depends on the zoning and density the local physical planning committee allows, plus parking and access. Because land is priced by the decimal but flats are sold by the unit, work backwards from the number of approved units to what the land is worth. As of November 2026, confirm the figures with KCCA.
- Permission needed
- Development permission (s.33, Physical Planning Act, 2010) and a building permit (s.34, Building Control Act, 2013)
- Asking price, 25 decimals in Kyanja
- UGX 520 million, Nov 2026 (source 5)
- Asking price, 71 decimals in Kira Bulindo
- UGX 500 million, Nov 2026 (source 5)
- One-bedroom rent, Naalya and Najjera
- UGX 350,000 to 550,000 a month, 2026 (source 4)
How much land do I need to build apartments?
No official source we could open gives a minimum plot size for an apartment block. KCCA's development control page, which we read in full, does not state plot size, density, parking or coverage limits (source 1). What decides the size is the number of units the planning committee will approve, and that is set by the zoning and local plan, not by a rule of thumb.
Under section 34 of the Physical Planning Act, 2010, the committee must follow the approved local plan and consider the density of development and land use in the area (source 2). So ask for written zoning and density for your exact plot before you pay. KCCA says the Physical Development Plan for Kampala (2013) is on its website, and its division staff and the Supervisor Development Control at City Hall can confirm zoning.
Where the plot is small, you can join neighbouring plots. Section 36 allows consolidation of land only in line with the approved local plan, using a plan prepared by a qualified physical planner, and the committee must notify neighbours. Allow time for that.
Can I build flats on a 50 by 100 ft plot?
A 50 by 100 ft plot is 5,000 square feet, about 464.5 square metres or 11.5 decimals. Whether flats are allowed depends on the same zoning and density rules, and we could not find an official minimum size to quote. Small plots also have to fit parking, access, set-backs and utilities. Knight Frank's H1 2026 review says parking has hardened from a preference into a prerequisite for domestic buyers and tenants (source 3), and a tiny plot makes that hard. Speak to a registered architect and the planning office first, and treat a small block as a possibility to test, not a right.
Why are apartments replacing houses in Kira, Kyanja and nearby?
BusinessTimes Uganda reported on 3 July 2026 that apartment blocks are replacing single-family homes in Naalya, Najjera, Kisaasi, Ntinda, Bukoto and Kyambogo. Developers told it land in established suburbs is too costly for single houses, so they build blocks that serve several tenants. The same article gives 2026 rents in Naalya and Najjera of UGX 350,000 to 550,000 a month for an unfurnished one-bedroom and about UGX 1.2 million for furnished units, and bank loan rates of 16 to 20 percent (source 4).
Knight Frank adds that new apartment launches in H1 2026 favoured smaller, efficient one and two-bedroom units, and that reliable backup power, water, connectivity and security are the baseline below which stock struggles to compete. It also warns that a larger pipeline is arriving in a buyer's market with substantial unsold stock (source 3). Land for an apartment block is only worth buying if you can sell or let the units.
How do I work out what the land is worth from the units?
Developers call this a residual calculation: start with what the finished block earns or sells for, subtract building and finance cost and profit, and what is left is the most you can pay for land. We do not have verified building-cost figures, so here is a simplified illustration using only land cost and rent.
| Item | Illustration |
|---|---|
| Plot | 25 decimals in Kyanja, asking UGX 520 million (Land & Property listings, Nov 2026) |
| Units approved (our assumption) | 12 one-bedroom flats |
| Land cost per unit | UGX 520 million / 12 = about UGX 43 million |
| Gross rent per unit per year | UGX 350,000 to 550,000 x 12 = UGX 4.2 to 6.6 million (Naalya and Najjera rents, source 4) |
| Years of gross rent to repay the land share alone | About 6.5 to 10 years, before construction cost, vacancy and tax |
The 12 units, and the use of Naalya and Najjera rents for a Kyanja plot, are assumptions for the example, not data. The lesson is that land is a large share of cost per flat, so a planning decision that cuts the unit count can cut what the land is worth by the same proportion. Which plots do we have in Kira and Kyanja?
On 3 November 2026 our plot listings in the area included 71 decimals in Kira Bulindo at UGX 500 million, 40 decimals in Kira Nsasa at UGX 155 million, 20 decimals in Kira Nsasa at UGX 90 million, 50 by 100 ft in Kira Nsasa at UGX 85 million and 25 decimals in Kyanja at UGX 520 million, all on mailo tenure (source 5). Those are asking prices for what are marketed as residential plots, so zoning for flats is not confirmed. Use them to compare per-decimal cost: Kira Bulindo is about UGX 7 million a decimal and Kyanja about UGX 21 million. browse plot listings for the current list, or ask our team on WhatsApp or by email.
What approvals does an apartment block need?
- Development permission from the physical planning committee. Section 33 of the Physical Planning Act, 2010 requires it for development, including a change in density (source 2).
- Building permit. Section 34 of the Building Control Act, 2013 prohibits building operations without a permit (source 6).
- Inspections. In Kampala, KCCA issues a job card and inspects at each stage, and the site needs a sign board, hoarding and safety measures (source 1).
- Occupation permit. Section 44 of the Building Control Act makes it an offence to occupy a building before one is issued (source 6). KCCA asks for utility bills and a fire certificate.

Frequently asked questions
How much land do I need to build apartments?
We found no official minimum plot size. The number of units is set by zoning and density approved by the physical planning committee, plus parking and access needs. Get written zoning for your exact plot from KCCA or the local planning office before you buy.
Can I build flats on a 50x100 plot?
A 50 by 100 ft plot is about 464.5 square metres, or 11.5 decimals. Whether flats are allowed depends on the local zoning and density rules, which we could not verify as a fixed rule. Ask the planning office and a registered architect, and check parking.
Why is parking so important for an apartment block?
Knight Frank said in its H1 2026 review that parking has hardened from a preference into a prerequisite for family-oriented apartment schemes in Kampala, so units without parking may be harder to sell or let. Planning rules may also require it.
What permits does an apartment developer need?
Development permission from the physical planning committee, a building permit from the building committee, stage inspections, and an occupation permit before anyone moves in. Sections 33 of the Physical Planning Act and 34 and 44 of the Building Control Act set these out.
