Short-Let and Airbnb Rules and Tax in Uganda

Updated 3 November 2026 · Land & Property editorial team

Yes, Airbnb income in Uganda is taxable. Knight Frank (2026) says short-term rental income falls under the Income Tax Act, and URA guidance taxes an individual landlord at 12 percent of gross rent above UGX 2,820,000 a year. Operators should also check Uganda Tourism Board registration, VAT (threshold UGX 300 million from 1 July 2026) and their condo by-laws, as at November 2026.

Do I pay tax on Airbnb income in Uganda?

Yes. Knight Frank's 2026 Kampala short-term rental report states that short-term rental income is taxable under the Income Tax Act, and that the Uganda Revenue Authority is digitising its detection of non-compliance. The report adds that many informal operators are not compliant, which exposes them to penalties and interest.

The rate depends on who earns the income. URA's tax guidance for landlords (August 2022) gives these rules for rental income.

EarnerRule
IndividualGross rent of UGX 2,820,000 or less a year is not taxed. Above that, 12 percent applies to the amount over the threshold, with no expense deduction.
Company30 percent on chargeable income, with only 50 percent of expenses allowed.

Example from URA's article: gross rent of UGX 10,000,000 gives tax of (10,000,000 minus 2,820,000) times 12 percent, which is UGX 861,600. The URA article is from 2022, so confirm the current rate with URA before you file.

One question is not settled in the sources we checked: whether a short stay with hotel-style services is taxed as rental income or as business income. Neither the URA article nor Knight Frank's report answers it. Ask URA or a tax adviser, and keep your booking records. Diaspora owners who also face foreign tax should read US Tax on Uganda Property. The wider guide is rental income tax.

What is the VAT threshold for short lets?

VAT is charged at 18 percent on taxable supplies, per URA's real estate sector page. URA's notice on the revised threshold says the annual VAT registration threshold rose from UGX 150 million to UGX 300 million with effect from 1 July 2026, and the notice was first published on 30 October 2026. Older URA pages still show UGX 150 million, so use the new figure.

Knight Frank's report explains that the VAT Act exempts residential accommodation but excludes serviced apartments, which brings those supplies within VAT in principle. It tells operators to assess their VAT exposure. In plain terms, a single flat earning well under UGX 300 million a year is unlikely to reach the threshold, but a portfolio of serviced apartments might. We have not seen a ruling on short-let flats, so confirm with URA.

Do I need tourism registration or a licence?

The picture is mixed, and you should confirm it with the Uganda Tourism Board (UTB) for your own property.

  • The Uganda Tourism (Tourist Accommodation and Restaurant Establishments) Regulations, 2014 (S.I. 2014 No. 48), made under sections 13 and 34 of the Uganda Tourism Act 2008, list the categories of tourist accommodation to be registered with the Board. The list includes serviced apartments, home stay, villa, guest house, hostel and "others" (regulation 3).
  • Regulation 5(3) requires a guest register with each tourist's name, address, country, purpose of visit and dates, open to inspection by law enforcement. Regulation 18 sets a penalty for breaking the regulations of a fine of up to 24 currency points, up to twelve months in prison, or both.
  • Knight Frank (2026) says the Tourism Act requires tourist accommodation operators to hold a Tourism Operator Licence from UTB, that compliance is inconsistent, and that there is no short-let-specific licensing framework at national level. It tells operators to register with URSB and UTB now.
  • On 22 April 2026, Pulse Uganda reported a CHAN and AFCON organising committee official urging Airbnb hosts and other short-stay providers to obtain authorisation from UTB early ahead of the 2027 Africa Cup of Nations.

The sources do not say whether every private flat let on Airbnb counts as tourist accommodation. Treat licensing as likely to apply if you operate as a business, and ask UTB in writing.

Can my condo ban short lets?

Possibly. A condominium unit has its own title, but its owners together form a corporation, and under the Condominium Property Act 2001 that corporation manages the common property and enforces the by-laws, according to a 2024 KTA Advocates note. A developer must hand a buyer the proposed rules before selling a unit.

We did not find a rule in the Act that bans short lets. What matters is the wording of your own by-laws, your lease and any mortgage terms. Read them before you list, and ask the management board in writing. Knight Frank also notes that operators renting flats in order to sublet them are an emerging niche in Najjera, Kisaasi, Kyanja and Kiwatule. If you are a tenant, you cannot sublet without your landlord's written consent (section 32 of the Landlord and Tenant Act 2022), and a sublet without consent is invalid and ends your tenancy (section 33). Read Subletting a Rental in Uganda first.

Frequently asked questions

Do I pay tax on Airbnb income in Uganda?

Yes. Knight Frank (2026) says short-term rental income is taxable under the Income Tax Act. URA guidance from 2022 taxes an individual at 12 percent of gross rent above UGX 2,820,000 a year, and a company at 30 percent after allowing 50 percent of expenses. Confirm current rules with URA.

Can my condo ban short lets?

Possibly. The condominium corporation enforces the by-laws under the Condominium Property Act 2001, and your by-laws or lease may restrict letting. We found no national ban. Read your by-laws and ask the management board in writing before you list.

Do I need a licence for an Airbnb in Uganda?

Knight Frank says the Uganda Tourism Act requires tourist accommodation operators to hold a UTB licence, but there is no short-let licence as such. The 2014 regulations list serviced apartments and home stay as categories. Ask UTB whether your property must register.

When must I register for VAT?

From 1 July 2026 the VAT registration threshold is UGX 300 million in annual turnover, per URA. Knight Frank notes that serviced apartments fall within VAT in principle, while residential accommodation is exempt. Check with URA for your case.
