Naguru is a hill in Nakawa Division, about 4.5 km north-east of the city centre, and one of Kampala's priciest rental areas. As of June 2026, a published guide puts good Naguru apartments at about UGX 2.5 million to 5 million a month. Part of the area was a government housing estate with a disputed land history, so ask any landlord for proof of title or lease before you pay.

Where is Naguru, and which areas are next to it?

Naguru, also spelt Naggulu, is a hill in Nakawa Division, about 4.5 km north-east of the central business district, rising to about 1,300 m. Wikipedia lists its neighbours as Ntinda to the east, Nakawa to the south-east, Namuwongo to the south, Kololo to the south-west, Kamwookya to the west, Bukoto to the north-west and Kigoowa to the north (source 3). Bugolobi and Lugogo are not named as direct neighbours in that description, although Lugogo's rugby, tennis and cricket clubs are on the hill, so use a map before you promise yourself a five-minute walk.

The hill has a 200-bed public hospital, Naguru General Hospital, run by the Ministry of Health, a National Water and Sewerage Corporation reservoir at the summit, upscale houses on the upper slopes and the Uganda Manufacturers Association show ground at the base (source 3). It looks across to Kololo, Muyenga, Mbuya and Mutungo hills.

What is the history of the Naguru-Nakawa housing estates?

This is the part no other rental page tells you. The Nakawa-Naguru estates were built as low-cost government housing and cover about 66 hectares (163 acres). They were declared unfit for habitation in 2001 and slated for redevelopment (source 6). In December 2012 the government handed the site to a developer, Opec Prime Properties, for a project of about US$500 million over ten years (source 7). The Daily Monitor reported in December 2022 that the project never started and the land reverted to government (source 5).

That report also quotes the Kampala District Land Board chairperson warning that there was no clear land use plan or defined road network, and asking for the survey report and the leases granted, so that the Kampala Capital City Authority could plan the area as a whole. A government spokesperson replied that physical planning had been done and approved. Institutions now occupy parts of the land, including Naguru Infant Primary School, the National Library and the Uganda Heart Institute (source 5). We do not know today's status of each plot, and we are not saying any particular building is affected.

Why ask a landlord for proof of title or lease before paying?

Because the same hill holds privately owned land, government land and former estate land, and a tenant cannot tell which from the gate. The Landlord and Tenant Act, 2022 protects a tenant who pays rent, but it does not turn a doubtful landlord into the owner. Before you pay anything, ask for the following:

  • A copy of the title or lease for the plot, with the plot number, and the name of the registered owner or lessee.
  • A signed authority letter if the person letting is an agent or caretaker, plus their National ID.
  • A written tenancy agreement stating the rent, the period, who pays service charges and who is liable for repairs.

Then check the title yourself at the land registry, not only the copy you were shown. Our guide to How to Avoid Rental Scams in Kampala explains why you should never pay an inspection fee or deposit for a house you have not seen. On payment limits, section 24 of the Act says a landlord may not require more than three months' rent in advance on a tenancy of more than one month unless both sides agree, and section 30 caps the security deposit at one month's rent (source 2), as at November 2026.

What should you check in a hill apartment: view, water and power?

A hill gives views but also long pumping distances. Ask where the water comes from, whether there is a roof tank and a booster pump, and who pays for the pump's electricity. Ask about generator or solar backup for lifts and pumps, because Knight Frank says reliable backup power, water, connectivity and security are the baseline below which stock struggles to compete in any location (source 4).

Also check parking and the road up. On service charges, section 46 of the Act lets a landlord charge for extra services such as security and sanitation, so agree in writing what is covered (source 2). The same Knight Frank review notes more inquiries for standalone houses used as offices in Naguru, Bukoto and Ntinda, so ask whether the neighbours include a business, and expect more visitors and parking on the road.

Is a short stay in Naguru an option, and how do owners list?

Yes. Knight Frank places Naguru among Kampala's established prime short-term rental zones, home to embassy clusters, UN offices and senior corporate head offices, with the warning that these areas also carry higher vacancy risk (source 8). Land & Property lists Airbnb-style stays that guests book through us, and we pay the owner after taking a percentage, as at November 2026. Owners with a Naguru unit can list your rental as a long let or a short stay.

For buyers, the sale snapshot lists luxury condominium apartments in Naguru at UGX 1.14 billion (Land & Property listings, Nov 2026). Frequently asked questions

How much is rent in Naguru?

As of June 2026, good apartments in the Naguru, Kololo and Nakasero prime tier go for about UGX 2.5 million to 5 million a month, with family homes at UGX 1.5 million to 4 million. We have no Naguru rent in our own snapshot, so treat these as asking-rent guides.

Is Naguru near Bugolobi and Nakawa?

Nakawa is a direct neighbour, to the south-east. Bugolobi is not listed as a direct neighbour of Naguru Hill, though it is in the same part of the city. Ntinda lies to the east and Kololo to the south-west. Check distances on a map before you decide.

Who owns the land under Naguru flats?

It depends on the plot. The hill has private land and former Nakawa-Naguru estate land, which is government land. Ask the landlord for the title or lease and check it at the land registry before you pay rent or any deposit.

Why is Naguru rent falling or flat?

Knight Frank says prime rents rose only about 1.7 percent for 2-bedrooms and 0.6 percent for 3-bedrooms in the first half of 2026, after the steep discounting seen in late 2025, as earlier-delivered stock is absorbed; it says this is not a real strengthening of tenant demand. Tenants can negotiate.

How much advance rent can a Naguru landlord demand?

Under section 24 of the Landlord and Tenant Act, 2022, no more than three months in advance on a tenancy of more than one month, unless you both agree to more. The security deposit is capped at one month's rent by section 30.
