Plots for Sale in Garuga, Entebbe Road: Titles and Prices

Garuga is a peninsula on the northern shore of Lake Victoria in Wakiso District, reached from Mpala on the Kampala-Entebbe Road. As of November 2026, our two Garuga listings are mailo with ready titles, one at UGX 550M an acre, and plots on Jiji with a stated size asked about UGX 5.2M to 9.3M per decimal. Lakes and wetlands are held in trust by Government, so check any shoreline plot.

Where is Garuga and is it near the airport?
Garuga is a neighbourhood in Busiro County, Wakiso District, on a peninsula on the northern shore of Lake Victoria. Wikipedia gives its elevation as about 1,132 metres and places it about 21.5 km by road east of Entebbe International Airport (source 1). That is not walking distance, and we found no source giving a driving time, so test the trip yourself at the hour you would travel. The peninsula's tip includes the villages of Bulega, Bugabo, Nakifulube and Ntabwe, and Garuga Road, an 8 km route from Mpala on the Kampala-Entebbe Road to Katomi Kingdom Resort, runs through the middle of the neighbourhood (source 1).
The same article described Garuga as upscale as of February 2019, with private homes nearer the Kampala-Entebbe Road and resorts and gated communities more common near the lake. It names several lakeside sites, including Pearl Marina Resort on 389 acres. We make no claim about any developer. The Kampala-Entebbe Expressway, commissioned on 15 June 2018, runs from Entebbe to Busega, and its route passes Mpala and Kajjansi (source 2). We found no source that says exactly where a Garuga driver joins it, so confirm the junction on a map before you buy for the Expressway. How much is land in Garuga?
Two of our published listings are in Garuga. They are the only Garuga facts we can call our own (Land & Property listings, Nov 2026).

Note on the second row: the stored price is UGX 700M total, but the seller's description says UGX 700M per acre. The two readings differ by a factor of 6.5, so we are checking it with the seller and give no per-decimal figure until we do.
For outside evidence, on 3 November 2026 we read the Jiji Uganda search page for "Garuga", which showed 20 listings (source 3). They are asking prices only.

Can I build on the lake shore at Garuga?
Not on every metre. The Land Act (Cap. 236), s.45(1), says Government or a local government shall hold in trust for the people and protect natural lakes, rivers, ground water, wetlands and forest reserves for the common good of citizens, and s.45(4) says it shall not lease out or otherwise alienate any of those resources (source 4). Section 44 adds that anyone who owns or occupies land must manage and use it in line with the National Environment Act and other laws. So a title does not make shoreline land yours to build on without limit.
We could not open the current regulation that sets the lake-shore buffer distance in this review, and we will not quote a number from memory. Before you pay for any plot near the water, do these four things:
- Ask the National Environment Management Authority and the district environment officer in writing what buffer applies to that plot as of today.
- Ask for a survey plan that shows the water line and the title boundary together.
- Check that the seller's title does not include land below the high-water mark.
- Ask whether a building needs an environmental impact assessment, and get that answer before you sign.
A plot that is described as "touching the lake" should prompt more caution, not less. If the water edge is in the title, ask what the regulator says about it. This is general information as of November 2026, not legal advice.
What about titles and road access in the rains?
In our two listings and in the Jiji listings that state a tenure, the land is described as mailo with a ready or private title. Mailo is registered land held in perpetuity, subject to the rights of lawful and bona fide occupants (Land Act, s.1 and s.3(4), source 4). Ask who lives or farms on a plot and whether any of them hold a kibanja, because occupants may have rights on the plot. On access, Wikipedia reports that the government planned to tarmac Garuga Road, and we did not verify whether that has been completed (source 1). Visit in the rainy season if you can, and drive the full route to the plot, not just the main road. As of November 2026, one of our listings asks UGX 550M an acre for a 30-acre block touching Lake Victoria. On Jiji, plots with a stated size asked about UGX 5.2M to 9.3M per decimal, and a lakeshore acre asked UGX 1.24bn. These are asking prices, not sale prices.
Can I build on the lake shore at Garuga?

Is Garuga near the airport?
